Organization : Walton County Board of County Commissioners

The Director of Human Resources is responsible for overseeing a variety of complex administrative, technical, and professional work in directing and managing the personnel functions of Walton County, including classification, compensation, recruitment, selection, performance, retention, personnel policies, fringe benefits, and training.

The Director of Human Resources serves as a department head and therefore is exempt from the provisions of veteran preference laws.

Essential Job Functions:

  1. Oversees the Walton County Department of Human Resources, coordinating and integrating all activities toward achievement of established goals and objectives including developing and implementing department policies and procedures.
  2. Oversees the recruitment, selection, hiring, retention, and separation of all Walton County employees.
  3. Oversees the Walton County BCC's risk management programs including processes and procedures.
  4. Provides leadership and direction in the development of short and long-range plans.
  5. Provides professional advice to Walton County BCC officials, administration, and department heads.
  6. Makes presentations to commissioners, boards, civic groups, and the public.
  7. Communicates official plans, policies, and procedures to staff and the public.
  8. Coordinates and prepares purchasing solicitations for third party services, including employee benefits and training.
  9. Prepares annual budget requests and administers budget to ensure effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
  10. Recruits, interviews, and assists in the selection of employees to fill vacant positions.
  11. Keeps records of insurance coverage, pension plan, and personnel actions, including new hires, promotions, transfers, performance reviews, and terminations.
  12. Conducts research within labor market to determine competitive wage rate.
  13. Prepares employee separation notices and related documentation.
  14. Contracts with outside vendors to provide employee services, such as training, employee assistance, studies, and other personnel services.
  15. Writes directives advising department heads of local, state, and federal statutes regarding employment and other laws and policies.
  16. Consults legal counsel to ensure that policies and procedures comply with federal and state law.
  17. Serves as Title IV & Title II point of contact for the Walton County BCC.
  18. Manages and maintains an effective performance evaluation system for Walton County BCC employees.
  19. Adheres to work schedule and attendance requirements, including nights and weekends.
  20. Performs other work as directed and required.

Knowledge, Skills, and Abilities:

  1. Knowledge of modern policies and practices of human resource management.
  2. Knowledge of employee classification, compensation and benefits, recruitment, selection, training, and labor relations.
  3. Knowledge of risk management and safety practices.
  4. Skill in preparing and administering governmental budgets.
  5. Skill in planning, directing, and administering human resources programs and systems.
  6. Skill in use of computer hardware and software, including word processing, database, and spreadsheet programs.
  7. Skill in preparing and analyzing comprehensive reports.
  8. Ability to carry out assigned projects to their completion.
  9. Ability to communicate effectively verbally and in writing.
  10. Ability to establish and maintain effective, courteous working relationships with public officials, peers, other divisions and departments, and citizens.
  11. Ability to remain calm in stressful situations and to take a teamwork approach to the job by cooperating with others, offering to help others when needed, and considering larger organization or team goals rather than individual concerns.

Minimum Qualifications:

Required:

  1. Bachelor's degree from a regionally accredited college or university with a major in human resources, public administration, business management, or similar field.
  2. Ten or more years of professional experience in human resources or a similar position.
  3. Six or more years of professional experience in a management role.
  4. Valid driver's license.

Preferred:

  1. Master's degree from a regionally accredited college or university with a major in human resources, public administration, business management, or a closely related field.
  2. Certification in Professional in Human Resources (PHR) or equivalent.

Note: At the discretion of the hiring manager and/or the Chief Human Resources Officer, an equivalent combination of education and experience may be considered.

Physical Demands and Work Environment:

  4. Creates documents, reports, etc., using a writing instrument (such as a pencil or pen) or computer.

  6. Moves, lifts, carries, and places objects weighing up to 25 pounds without assistance.
  7. Work is performed mostly in an office setting where the noise level is usually quiet.
  8. Travel between locations to effectively address the organizational needs of the department.
  9. This position may be required to report for work when a declaration of emergency has been declared in Walton County.
