Job description
  • The Interim Supply Chain Manager is expected to perform all supply chain management functions including :
  • Establishing and maintaining an effective and efficient supply chain management system within the organisation.
  • Leading the organisation's asset management system and managing the coordination of staff and manager travel and accommodation.
  • Managing facilities and the organisation's fleet.
  • Performing all tasks related to the role as required and delegated.

KEY RESPONSIBILITIES

  • Supply Chain Management Strategy and Continuous Improvement:
  • Analysing industry trends and evolving technology to identify supply base issues and opportunities.
  • Formulating supply chain management strategies and policies aligned with the overall SCM Strategy.
  • Overseeing identification of annual procurement needs and execution.
  • Driving best practices for continuous improvement.
  • Developing the supply chain management capability and culture within the organization.
  • Supply Chain Management:
  • Identifying strategic suppliers and partners for solutions products and services.
  • Developing negotiation and contracting strategies.
  • Managing procurement processes according to National Treasury Legislation.
  • Implementing preferential procurement and Broad-Based Black Economic Empowerment.
  • Information Management and Reporting:
  • Overseeing the procurement master data maintenance and analysis.
  • Tracking performance results and real savings.
  • Preparing analysis and reports on supply chain management commitments and spending.
  • Inventory Management:
  • Driving the development and maintenance of an inventory management system.
  • Setting inventory levels policies and KPIs.
  • Regularly monitoring inventory levels and performance against KPIs.
  • Stakeholder Relationship Management:
  • Providing expertise and advice on procurement contracts.
  • Driving engagement with executives and management regarding procurement requirements.
  • Leading supply chain management related capacity building and training programs.
  • Regulatory and Compliance Management:
  • Contributing to supply chain management control systems.
  • Ensuring compliance with relevant legislation and frameworks.
  • Monitoring contract management and implementation of procurement and asset disposal plans.
  • Maintaining the operational risk register for Supply Chain Management.
  • Implementing risk treatment plans and business continuity plans.
  • Identifying and managing operational and strategic risks related to supply chain.
  • Asset Management:
  • Safeguarding the organisation's assets and submitting reports on asset status.
  • Formulating asset and equipment management policies.
  • Managing asset and consumables registers for accuracy and updates.
  • Ensure that asset acquisition management maintenance and disposals are in accordance with the organisation's policy guidelines and performance standards.
  • Reconcile the asset register with acquisitions on a monthly basis.
  • Lead asset and consumable audits.
  • Lead the annual stocktake.
  • Manage the disposal of assets.
  • Manage and execute effective loss control.
  • Allocate and assign accountability structures for asset control.
  • Compile quarterly reports and asset verification procedures.

TRAVEL MANAGEMENT

  • Determine and implement rules and guidelines regarding travel and entitlements.
  • Provide solutions to a wide spectrum of issues related to travel and oversee the execution of travel requests by management and staff.
  • Drive cost-saving measures through negotiation with travel service providers.
  • Manage the organisation's fleet administration process.
  • Ensure the existence and optimization of the organisation's travel management system.

FACILITIES MANAGEMENT

  • Formulate facilities and infrastructure management and maintenance policies and procedures.
  • Establish and manage a facilities register.
  • Compile and monitor infrastructure priority lists.
  • Manage construction projects.
  • Facilitate the maintenance and repair of infrastructure.
  • Report on construction progress and the status of maintenance and repairs.

FINANCIAL MANAGEMENT

  • Analyse organisation requirements and compile the Supply Chain Management functions budget.
  • Conduct reviews of the midterm budgets and reprioritise resources.
  • Manage and control the Supply Chain Management function's budget.
  • Report monthly to the CFO on budget expenditure.
  • Drive sustainability initiatives minimizing costs and identifying cost efficiencies.
  • Ensure effective development and management of internal service level agreements.

PEOPLE MANAGEMENT

  • Lead and develop staff within the context of relevant labor laws and acts.
  • Unite employees around the organisation's values and demonstrate the values in everyday behavior.
  • Ensure the correct number of appropriately competent people are appointed to meet the Division's objectives.
  • Build and maintain a positive empowering performance-driven culture within the Division.
  • Promote cross-divisional support and teamwork.
  • Manage staff activities including leave and time management.
  • Lead Divisional project management teams to achieve functional objectives.
  • Manage and deliver on succession plans.
  • Champion staff training and development.
  • Drive employment equity within the Division.
  • Ensure optimal employment relations and fairness.
  • Lead the team towards meeting the strategy and targets through regular communication and utilization of talent management tools.

Requirements

6 years experience in Supply Chain Management.

At least 3 years Managerial Experience in Public Sector Supply Chain Management.

SETA Experience.

B Degree or equivalent (NQF level 7) in relevant field.

Membership with any relevant SCM professional body.
