Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.

This position has a positive education requirement found at OPM Instructional Systems Specialist Qualification Standard Instructional Systems Series 1750. In addition to the minimum qualifications' requirement listed below, you must meet the education listed under Basic Requirements. Submission of transcript is required. Unofficial is acceptable at time of application. Official transcript will be required if selected.

Basic Requirements

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  • Learning theory, psychology of learning, educational psychology.
  • Instructional design practices.
  • Educational evaluation.
  • Instructional product development.
  • Computers in education and training.

AND

Minimum Requirements

To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  • Implementing instructional systems design projects using the Analysis, Design, Development, Implementation and Evaluation (ADDIE) Model; AND
  • Developing materials for synchronous and asynchronous logistics training; AND
  • Serving as a technical expert with instructional software programs such as Articulate 360 to develop eLearning resources.
