Job description

Role: HSE Manager

Reporting to: Project Contracts Manager

Business Area: Amandelbult Complex, Thabazimbi

Purpose of Position:

Develop, maintain and co-ordinate health and safety policies and procedures across multiple workshops within Facilities management and projects. Ensure compliance to health and safety regulations by all employees of the business, providing the necessary training and ongoing meetings to assist the employee.

DESIRED QUALIFICATIONS

  • NEBOSH Diploma
  • Internal Auditing
  • SAMTRAC or COMSOC 2
  • ISO 45001 Certified
  • Hazard Identification and Risk Assessment training
  • Training regarding applicable legislation
  • Experience in work being performed
  • At least three to five years applicable experience
  • Proficient in Ms Excel, Ms Word, MS Outlook & PowerPoint
  • Familiar with Computerized Management Systems

KEY PERFORMANCE AREAS

  • Assist in compiling the SHE Plan
  • Assist with risk identification, evaluation and development of safe work procedures
  • Conduct or have conducted a hazard analysis and take the necessary corrective action
  • Ensure all accidents are properly recorded, reported and investigated
  • Ensure Safety Meetings are held regularly and the results recorded
  • Ensure Health and Safety Representatives conduct monthly inspections and submit the required reports
  • Ensure contractors comply with the health and safety specifications
  • Issue non-conformances and keep record of the same where required
  • Assist with establishment of the fall protection plan
  • Inform employees of remaining hazards and precautionary actions
  • Ensure appropriate restoration of areas affected by construction
  • Detail mitigating measures required and procedures for their implementation to the Project Manager
  • Establish the reporting system during construction and ensure effective reporting to management on deviations and required actions
  • Ensure EMP compliance
  • Ensure monthly Safety, Health and Environmental reports are submitted to the Project Manager
  • Ensure implementation of the Company System Procedures for Health and Safety
  • Maintain statistics on site regarding accidents, injuries, man-hours, lost time, and risk assessments
  • Identify and implement training needs
  • Manage and implement induction training and medical records of employees and subcontractor employees
  • Implement and maintain NOSA CMB 253 system
  • Carry out monthly internal audits of sub-contractors

DUTIES/RESPONSIBILITIES PER KPA - DOCUMENT CONTROL

  • Ensure all equipment and installations are checked for safe and efficient use at intervals set out in company Safety Standards
  • Provide for the safety and discipline of all persons reporting to you, ensuring they are equipped with and wear prescribed protective clothing and equipment
  • Ensure personnel performing lockouts are properly trained, and that permits are issued and enforced
  • Familiarize yourself with relevant provisions of the OHS Act
  • Establish and ensure Risk Assessments are conducted and recorded
  • Ensure Hazardous Task Analysis is done on tasks identified by Risk Assessments
  • Eliminate or mitigate any hazards to the health and safety of employees
  • Provide and maintain a safe working environment
  • Provide necessary information, instructions, training, and supervision for employee health and safety
  • Assist appointed personnel in implementing OHS Act requirements
  • Take corrective action on all deviations reported and enforce necessary measures and discipline
  • Develop and monitor health and safety projects and safe work procedures
  • Maintain written records of health and safety matters
  • Distribute minutes of health and safety committee meetings to all levels of management and employees
  • Maintain high standards of housekeeping
  • Establish a list of hazardous jobs requiring safe work permits and implement permit systems
  • Report all incidents and accidents to the Safety Department
  • Ensure all incidents are investigated, recorded, and discussed at health and safety committee meetings
  • Identify areas of potential fire hazards and implement control measures
  • Identify potential emergency situations and implement emergency procedures
  • Inform employees of their duties as required by the OHS Act
  • Ensure employees are aware of Section 37 of the OHS Act

EXPOSURE:

While performing the essential functions of this position, the employee is frequently exposed to fumes, odours, airborne particles, toxic or caustic substances, excessive noise, traffic, and dampness/humidity. The employee is regularly exposed to potential bodily injury from electrical shock, falling from exposed places, and moving mechanical parts of equipment, tools, and machinery.

Must have the ability to see, hear, speak, walk, twist, bend, crawl, reach, climb ladders and stairs, work in awkward or difficult positions, use hands and fingers, sit and use computer hardware, and lift up to 25 kg. Must be clean-shaven to wear respiratory equipment.
