We are in search of a dynamic HR Manager to be responsible for the successful management and overseeing of implementation of HR Policies/Procedures and processes aimed at achieving regional operation/business objectives. Working closely with the HR Director, Regional Directors, Divisional Managers, Operations Managers and the HR team.

The preferred candidate will have a strong flair for HR Business Partnering, Industrial Relations, experience in working in a unionized environment, People Management and Engagement, Change Management, strong HR policy and procedure implementation, Data Analytics, Digitalisation projects, Talent management systems, reporting, and project management experience along with the employee experience and HR Rhythm.
Duties & Responsibilities
Recruitment:
- Ensure that Recruitment processes are followed.
- In collaboration with operations ensure all vacancies are timeously filled with appropriate talent.
- Ensure quality talent pools are available at all times.
- Ensure new sites are timeously mobilised as per operations requirements.
- Drive the PWD as per BBBEE scorecard requirements.
Risk Management and Compliance:
- Ensure compliance on all HR policies, procedures, and Bargaining Council agreements (SD1, NCCA, NBC and Labour Laws).
- Provide advice and guidance on complex IR/ER issues to regional management.
- Build relationships with external stakeholders (Unions, NCCA and CCMA).
- Keep a risk register of all internal/external IR cases.
- Analyse risk register trends on a quarterly basis and provide line management with observations and recommendations.
Payroll:
- Ensure payroll and recruitment admin processes are adhered to.
Leave Management:
- In collaboration with line management, ensure all forms of leave (annual, sick, family responsibility, maternity etc) comply with the leave policy and procedures.
- Ensure leave schedules are available and adhered to.
- Analyse leave compliance and take corrective measures when necessary.
Change Management:
- Drive Employment Equity initiatives within the region (i.e EE forums effectiveness, EE plans implementations etc).
- Ensure that the Tsebo Transformational goals are achieved.
Performance Management:
- Ensure that performance management processes are adhered to as per the HR rhythm.
Organizational Design and Development:
- In collaboration with line, ensure that departmental structures are aligned with the workforce plan.
- Ensure proper onboarding and induction of new employees.
- Conduct/ensure HR Officers conduct exit interviews.
- Analyse exit interview trends and recommend any remedial actions.
Training and Development:
- Compile operational training schedules, and manage the delivery of training interventions through Training Officers.
- Assist national training function in planning and execution of management training.
- Management and planning of Induction training and implementation for all new starters (wages and salaries).
- Management of ‘on the job’ training planning and implementation through learning and development function.
- Coordinate succession planning for management and support positions in conjunction with line management.
Employee Engagement:
- Support change management initiatives within the company on a project basis.
- Support the drive to achieve a high level of employee engagement within a change management process.
- Manage the implementation of Employee Satisfaction Surveys to identify the current levels of employee engagement.
- Agree with key stakeholders on the process to drive corrective actions.
- Ensure that action plans based on survey results are put in place and monitored at all levels.
- Track progress on action plans through regular follow-up surveys.

- Broad experiences in project types such as business transformation/reengineering, overhead management, workforce planning, HR Standardization, systems implementation and HR Digitization.
- Ability to work within a matrix organisation independently and within a team.
- Ability to interact with multiple stakeholders including vendor management.
- Strong experience in managing remotely based teams within a large matrix organisation.
- Negotiation skills.
- Good understanding and knowledge of Industrial relations and related legislation.
- Knowledge of best practice employee engagement processes.
- Knowledge of change management, transformation methodologies and processes working with complexity.
- Awareness of the market environment.

Qualifications
QUALIFICATIONS AND PERSONAL ATTRIBUTES
- Grade 12.
- NQF level 6, relevant tertiary qualification.
- Minimum of 5 years in a similar role.
- Strong commercial approach.
- Generalist experience of HR practice in a labour-intensive service industry.
