JOB OPPORTUNITY

Finance ● Supply Chain Management

TCOE salary: R1 107 535,00 to R1 432 931 PER ANNUM

Requirements:

  1. A relevant 3-year tertiary qualification, B Tech or B Com Degree in Finance, Supply Chain Management or related field
  2. 5-8 years relevant experience required in Supply Chain Management of which at least 5 years in a supervisory/management experience
  3. Computer Literacy: Microsoft applications and SAP
  4. Sound knowledge of Local Government legislation, supply chain policies and procedures.
  5. Knowledge of MFMA would be advantageous
  6. A valid EB/B drivers licence

Key Performance Areas:

  1. Manage and Supervise the Bid Adjudication committee Unit and provide support to the committee
  2. Assisting with the facilitation of reports for the SCMBAC agenda on a weekly basis
  3. Representing the department at the SCMBAC to support the Bid committee functioning
  4. Manage and supervise the Human Resource Support component in order to ensure the optimal performance of Supply Chain Management.
  5. Provide input to department strategies and overall staffing strategy of the branch and department
  6. Compiling HR information for EE targets, Workplace Skills Plan, Training and development statistics, other HR/Labour information
  7. Manage and supervise the Education, Training and Development component in order to ensure the optimal performance of Supply Chain Management
  8. Managing the supplier default process including the updating of the Red List, defaults, non-performance, false declarations, incidents of fraud, poor or no service delivery, etc.
  9. Compiling management reports as required for purpose of interrogation, analyses and decision making by the Director SCM Ensuring that the required statutory reporting and compliance reporting processes are adhered to
  10. Manage the City of Cape Town Supplier Information Data Integrity functionality in support of effective SCM practices
  11. Managing the processes for the identification of exceptions on conflict of interests, performing data integrity checks and advising line departments on outcomes
  12. Manage SCM Regulation 44 and Regulation 45 issues ' vendor declarations and staff conflicts of interests.
  13. Manage and Supervise the Records Management section of the supply chain management
  14. Controlling annual Operating Budget for the section in order to ensure that the expenditure is in line with the City's financial control framework
  15. Manage staff performance, productivity, and discipline and skills development within the Department / Branch
  16. Building and maintaining stakeholder relationships to build and maintain relationships with key stakeholders
  17. Manage and coordinate communication and flow of information within the Department / Branch
  18. Coordination and management of risk environment through an effective risk register prioritizing strategic, financial, asset and compliance risks
  19. Preparing information for audits (internal and external)
  20. Drafting and implementation of audit action plans (internal and external audit)
