Introduction

Applications are invited for the position of Head of Planning and Governance based at Head Office (Bruma). The successful applicant will be reporting to the Chief Technology and Information Officer.

The role involves contributing to the development of the overall departmental Technology and Information (T&I) strategy in line with the organisational vision and strategy, and providing strategic leadership and guidance in the design and implementation of a fit-for-purpose technology and information governance framework and methodology.

Key Responsibilities:

  1. Develop, implement and manage the unit's planning and governance strategy to contribute to the overall achievement of departmental and organisational strategy.
  2. Manage and direct the development and implementation of a technology governance model, methodology, policies and processes, and monitor and oversee its execution across ATNS.
  3. Ensure that system performance and service level agreements are met.
  4. Lead the departmental strategic planning process.
  5. Assess the relative impact of technology planning and governance trends to current and future enterprise infrastructure needs and projects.
  6. Participate meaningfully, providing the necessary thought leadership in appropriate regional and international bodies and fora.
  7. Provide specialist consultancy services to ATNS and third parties.
  8. Conceptualize and develop the ATNS CNS strategic full life-cycle management strategy.
  9. Facilitate adoption and continuous improvement of planning practices and processes within the department.
  10. Define technical deliverables, quality standards, verification, validation and acceptance methodologies.
  11. Manage quality and performance of systems and support the implementation of required projects.
  12. Drive compliance with applicable regulations, policies, and recommended practices.
  13. Develop and manage the departmental risk framework in line with the enterprise risk management framework.
  14. Ensure timely compilation and submission of all required reports to ensure compliance.
  15. Manage service level agreements with relevant departments.
  16. Ensure that staff is managed in accordance with the relevant human capital (HC policies), processes and practices.

Minimum Qualifications:

  1. B.Sc. / B.Eng. in Engineering (Electrical / Electronics) or B-Degree in Computer Science / Computer Studies / Information Technology or related field.
  2. Post graduate degree in Computer Science / Information Technology / Technology / Information Project Management / Engineering or related field.
  3. ECSA Professional Registration as an Engineer will be an advantage.
  4. ISACA Professional Registration will be an advantage.
  5. Minimum 8 years of experience in IT planning and governance and risk and compliance, with at least 5 years at management level.
  6. Experience in a high technology and information electronic environment.
  7. Extensive experience in implementation of relevant governance frameworks e.g. Control Objectives for Information Technologies (COBIT).

Knowledge Required:

  1. In-depth working knowledge of relevant global and regional plans, standards and recommended practices.
  2. Knowledge of relevant legislation and regulations.
  3. A working knowledge of International Telecommunication Union regulations.
  4. Knowledge of the ATNS quality management system.
