Job description

NACOSA is seeking a suitable candidate to fill the Head of HR position. The purpose of the position is to provide strategic and operational leadership in the implementation of NACOSA’s human resources strategy and link the human resource management function with the NACOSA Collective Action Strategy: 2023 – 2027.

The duties and responsibilities of the Head of Human Resources will include, but not limited to:

  • Develop and drive a human resources strategy in line with NACOSA’s Collective Actions Strategy: 2023 – 2027 to ensure the overall human resources function supports the organisation.
  • Execute the fiduciary responsibilities in accordance with ethical standards, statutory requirements and sound corporate governance practices.
  • Develop and ensure an on-going actioning of an employee-orientated culture that embodies NACOSA’s values, emphasises inclusivity, diversity, equity, belonging and wellbeing.
  • Align the HR department to a standard system model where all HR functional elements (workforce planning, learning & development, performance management, reward & recognition, employee wellness, employment relations and organisational development) meet the national standard.
  • Ensure structures are in place to create a work environment that promotes life-long learning, employee development and high performance that results in employee engagement and retention.
  • Govern the human resource's function and manage all HR risks to ensure compliance to labour legislation, codes, HR standards and funder requirements.
  • Direct the organisations pay strategy structure and system for effectiveness and cost containment whilst enhancing employee satisfaction and retention.
  • Implement a systematic and integrated approach to HR analytics and measures to demonstrate the impact of the human resources function and steer it strategically.
  • Serve on the strategic management committee and ensure the human resources function is well represented on the employment equity, skills development, wellness and remuneration committee.
  • Provide expert professional advice to senior management in all areas of HR, including payroll, learning and development, employment law, HR policy, best practice and workforce development.
  • Report to NACOSA’s EXCO, management and governance structures, including to the Social, Ethics and HR Committee of the NACOSA Board.

Required qualifications, skills and experience

  • A master's degree in human resources, organisational development, industrial psychology or a related field.
  • A minimum of 15 years’ experience in human resources of which 10 years should be at strategic or higher policy level.
  • Previous NGO experience is essential.
  • Change management certification and/or demonstrated prior experience will be advantageous.
  • A proven commitment to diversity, equity and inclusion with experience on change management and/or transformation projects.
  • Deep understanding and working knowledge of all relevant legislation i.e. BCEA, LRA, B-BBEE, EE and SDA.
  • A registered member of the South African Board of People Practices (SABPP) and/or the Institute of Personal Management of South-Africa (IPM) or any other human resources regulatory body will be advantageous.
  • Excellent communication skills (verbal & written) in English and any other South African language (a South African African language would be highly advantageous).
  • Proficiency in MS Office and Outlook, SAGE 300, HRIS.

  • Organisational capability to understand the organisational context and business needs of NACOSA when planning and delivering on HR practices.
  • Skilled in solution creation and implementation to create, plan and implement HR interventions and practices aligned with NACOSA’s needs.
  • Excellent interpersonal and communications skills to ensure successful relationships and relationship-building with various stakeholders across NACOSA.
  • Be a citizen for the future to drive innovation, optimise technology and contribute to sustainability of NACOSA.
  • Consist over exceptional emotional intelligence and maturity to be capable and committed to self-awareness and self-correction.
  • Have a strong sense of cultural awareness and sensitivity to enable cross-culture management practices in NACOSA.
