VACANCY ANNOUNCEMENT

Nexia SAB&T seeks to appoint a dynamic individual on fixed term contract in Pretoria to fill the following position:

Assistant Director: Demand Planning (REF: //3)

Job Purpose:
To provide provincial and national customers with a demand forecast and the cash up thereof, on a short, medium and long-term basis so that business decisions can be made and to support the health product value chain planning requirements, in so doing improving medicine availability.

Responsibilities & Duties:

  1. Data preparation, analysis and interpretation
  2. Conduct data acquisition and data governance
  3. Cleanse the data acquired from Provincial and or National medicine procurement systems
  4. Engage with Provincial stakeholders to validate the data acquired
  5. Segment and analyse data – ABC analysis, VEN (Vital, Essential Necessary) and CV (Co-efficient of Variation)
  6. Prepare data to be forecast ready
  7. Development of base statistical forecast
  8. Input prepared data into forecasting tool
  9. Ensure correct setup and model hierarchy
  10. Ensure that the appropriate forecasting model is selected
  11. Correct or override outliers
  12. Compile baseline statistical trend analyses
  13. Export forecast output
  14. Engage with Provincial demand planning champions to review baseline forecasts that require further insight
  15. Enrichment of demand plans with Provincial and national program input
  16. Engage with relevant programme teams, clinical teams and other stakeholders to validate/ source additional insights for enrichment purposes
  17. Incorporate the data sourced into baseline forecast and validate the output with the relevant stakeholders
  18. Incorporate any phasing in of new products and phasing out of old products including new product introductions
  19. Cash up of the forecast in support of the financial budgeting process
  20. Collate current costs for all items
  21. Cash up the forecast utilising the forecasting tool
  22. Measure cashed up forecast against approved budget
  23. Monitor Provincial demand plans versus budget on a monthly basis
  24. Identify variances and provide corrective measures
  25. Conduct Demand Review
  26. Compile demand plan reports as required and publish it to the various stakeholders in Province and at National:
  27. Supply planning
  28. Finance
  29. Contract Management Unit
  30. Tender forecasting
  31. Management and other stakeholders
  32. Handle demand Province specific related queries
  33. Other Demand Planning activities
  34. Implementation of the SOPs for Demand Planning
  35. Provide training and support to the Provincial demand planning champion

Qualification, Skills, Competencies & Experience:

  1. A minimum qualification of a three-year bachelor’s degree/ national diploma or equivalent NQF level 7 qualification in Supply Chain Management, Statistics or equivalent.
  2. An orientation towards the quantitative disciplines in statistics and economics would be advantageous.
  3. At least three years’ experience in Demand and or Supply Planning in a public or private sector.
  4. Exposure to the pharmaceutical industry is desirable.
  5. General Supply Chain Management knowledge.
  6. Good understanding of big data techniques.
  7. Familiar with the broad concepts such as the national medicines policy, essential medicines lists, standard treatment guidelines.
  8. Familiar with relevant legislation including the PFMA, PPPFA and B-BBEEA.
  9. Quantitative and analytical skills including demand forecasting and planning.
  10. Leadership and problem-solving skills; able to shape and influence for adoption of new ways of working that will address challenges with the supply chain.
  11. Good inter-personal skills including customer orientation, assertiveness and negotiation skills.
  12. Good communication skills (written & verbal) at all levels with personal gravitas.
  13. Planning, organisational and administrative skills.
  14. Computer literacy, including full Microsoft Office Suite (Excel, Word, PowerPoint etc.), with advanced training in Excel.
  15. Advanced MS Excel skills and ability to manage big data.
  16. Ability to work independently and function as part of a broader team.
  17. Energetic, adaptable and pragmatic.
