Job description
Summary

This announcement is for the Recreation Fee Clerk & Technician, to clear ICTAP/CTAP priority lists. It is only open to current surplus and current or former displaced Federal individuals who have special priority selection rights under the ICTAP/CTAP.

Duties

Recreation Fee Clerk & Technician Standard Duties:

  • Serve as a front-line, uniformed representative of the NPS, answering visitor questions and explaining the area's recreational opportunities, including NPS interpretive services, concession operated facilities and services, campground availability, hiking trails, etc.
  • Perform assignments in accordance with all NPS and U.S. Treasury regulations governing the handling of government funds.
Additional duties for GS-04:

  • Operate an electronic cash register, computer, or Point of Sale (POS) system to conduct financial transactions; perform opening and closing functions; issue entrance receipts, tour tickets, permits, etc.
  • Inventory and/or restock fee program supplies and assist with placing orders and preparing requisition requests for equipment/supplies needed.
Additional duties for GS-05:

  • Assist higher level personnel with auditing fee collection program components/systems (e.g. cash registers, road/trail registers, honor systems, automated fee machines or AFMs, donation boxes, etc.); assist in completing audit paperwork and documenting findings; communicate audit results to supervisor.
  • Prepare and complete remittance reports and bank deposits for funds donated and/or collected by others. Review shift reports and count funds collected; Investigate and proactively resolve routine or recurring discrepancies, and track overages, shortages, and errors.
Additional duties for GS-06:

  • Review and verify the functionality of new fee related systems or modifications to existing systems as a result of regulatory and program requirements.
  • Provide informal and formal training and education to employees, partners, volunteers, interns, cooperating association representatives, etc. regarding automated and non-automated fee processes, systems, software programs, tools, etc.
Additional duties for GS-07:

  • Serve as a technical authority for the resolution of especially difficult or sensitive problems associated with the collection, remittance, and deposit of fee revenue and donations.

  • U.S. Citizenship required.
  • Area of Consideration for this position refers to the ICTAP/CTAP hiring authority/eligibility and not the physical location of the position.
  • Appointment subject to background investigation and favorable adjudication.
  • Males must meet Selective Service Registration Act requirement.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • Occupancy of government quarters may be required.
  • Government housing may be available but is not guaranteed.
  • You may be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and/or shift work.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties.
Qualifications

All qualifications must be met by the closing date of this announcement-03/07/2025 (unless otherwise stated in this vacancy announcement).

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience.

Quality Ranking Factor: Handling Money - able to handle, collect, and account for money.

To qualify for this position at the GS-03 level, you must possess one of the following:

  • Six months of progressively responsible clerical, office, or other work that demonstrates my ability to acquire the knowledge and skills needed to perform the duties of Recreation Fee Clerk. -OR-
  • One year of education above high school (30 semester hours or 45 quarter hours) from an accredited institution.
-OR-

  • Equivalent combination of experience and education that, together, equal 100% of the qualification standards listed above when combined.
To qualify for this position at the GS-04 level, you must possess one of the following:

  • One year of progressively responsible clerical, office, or other work that demonstrates my ability to acquire the knowledge and skills needed to perform the duties of Recreation Fee Clerk. -OR-
  • Two years of education above high school (60 semester hours or 90 quarter hours) leading to a bachelor's degree from an accredited institution.
-OR-

  • Equivalent combination of experience and education that, together, equal 100% of the qualification standards listed above when combined.
To qualify for this position at the GS-05 level, you must possess one of the following:

  • One year of specialized experience equivalent to the GS-04 grade level in the Federal service. Specialized experience demonstrates the knowledge, skills, and abilities to perform successfully the duties of Recreation Fee Technician, GS-0503-05.
  • Four years of education above high school (120 semester hours or 180 quarter hours) leading to a bachelor's degree from an accredited institution.
-OR-

  • Equivalent combination of experience and education that, together, equal 100% of the qualification standards listed above when combined.
To qualify for this position at the GS-06 level, you must possess one of the following:

  • One year of specialized experience equivalent to the GS-05 grade level in the Federal service. Specialized experience demonstrates the knowledge, skills, and abilities to perform successfully the duties of Recreation Fee Technician, GS-0503-06.
  • Successful completion of one full year of graduate-level study (18 semester hours or equivalent) that directly applies to the work of the position in a field such as accounting, business, or finance.
  • OR-
  • Possession of an equivalent combination of education and experience.
To qualify for this position at the GS-07 level, you must possess one of the following:

  • One year of specialized experience equivalent to the GS-06 grade level in the Federal service. Specialized experience demonstrates the knowledge, skills, and abilities to perform successfully the duties of Recreation Fee Technician, GS-0503-07.
  • Successful completion of one full year of graduate-level study (18 semester hours or equivalent) that directly applies to the work of the position in a field such as accounting, business, or finance.
  • OR-
  • Equivalent combination of experience and education that, together, equal 100% of the qualification standards listed above when combined.
ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

PHYSICAL DEMANDS: The work requires some physical exertion, such as long periods of standing or recurring lifting of moderately heavy items.
