Job description

Overview:

Creative Associates seeks a Chief of Party (COP) for a US government funded project that aims to support and strengthen the Palestinian and Israeli peacebuilding community and the performance of peacebuilding organizations. The COP provides overall technical and administrative leadership and expertise for the project’s activities and serves as the primary liaison with the donor and host government on management and technical matters.

Reporting & Supervision:

The COP will report directly to the Project Director at Creative’s headquarters and will supervise the field project team.

Responsibilities:

  • Oversee the overall management and implementation of project activities;
  • Supervise activity implementation and ensure the activity meets stated goals, deliverables, and financial and reporting requirements;
  • Actively engage with and represent the project to key private and public sector stakeholders, civil society, and the peacebuilding community, including women, youth, people with disabilities, and government stakeholders;
  • Identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments;
  • Produce and oversee the production of research, training materials, and policy/program documents as required by the contract and in support of peacebuilding and community engagement;
  • Directly manage the relationship with and project work of all local major sub-partners and oversee the coordination of other local partners and sub-recipients/sub-grantees;
  • Facilitate and support partnerships, collaboration, and collective action between a diverse group of local stakeholders, including Palestinian CSOs;
  • Provide technical oversight and input into programming in key community development areas, including water management and solid waste management;
  • Manage a diverse team to deliver impact within agreed timelines.

Qualifications:

  • An advanced degree in a relevant field such as social sciences, law, or development studies; or a bachelor’s degree with five additional years of relevant international development experience;
  • At least 10 years of general experience, with at least 5 years in relevant management, supervisory, or senior technical roles leading USG-funded programs/projects of similar scope and scale;
  • At least 5 years of experience in peacebuilding, civil society engagement, or community development in the region, preferably in West Bank and Gaza;
  • Experience enabling and supporting projects in politically sensitive environments;
  • Demonstrated experience managing diverse teams;
  • Experience with adaptive management approaches, collaborating, learning, and adapting (CLA), and overseeing M&E activities on donor-funded projects;
  • Fluency in written and spoken English is required; fluency in Arabic is strongly preferred;
  • Local applicants are strongly encouraged.
