Job description

Job Purpose Statement

To provide technical expertise to DTPC Development Planning and Infrastructure Department for building and infrastructure projects.

Key Performance Areas

  • Efficient Delivery of Infrastructure Projects
  • Provide specialist engineering input to the Development Planning and Infrastructure team, as well as other divisions within Dube TradePort.

Quality of Design Outputs

  • Understand, comment and review designs of external consultants for projects executed by Dube TradePort.

Effective Integration of Infrastructure into Existing Assets

  • Assess designs for compliance with national standards and building regulations and ensure they are correctly implemented on site.
  • Assess designs for value for money, buildability and with the full project lifecycle in mind.
  • Prepare concept designs and assessments.
  • Review engineering aspects of designs from 3rd party developers.
  • Provide engineering input into infrastructure master plans.
  • Assist with monitoring capacity and condition of existing infrastructure networks.
  • Liaise with municipal engineering departments to ensure alignment of infrastructure planning and development.
  • Manage projects through the full lifecycle from conception to completion. (Value and complexity of projects dependant on proven experience). This will include management of budgets; programmes and project deliverables.
  • Attend project technical and progress meetings.
  • Ensure projects and processes are correctly documented through record keeping and adherence to DTPC project management and governance processes.
  • Ensure quality management at planning and design stage is implemented.
  • Represent Dube TradePort in external stakeholder forums related to the engineering aspects of Dube TradePort workstreams.

Stakeholder Engagements

  • Interface with the service provider and other stakeholders, at all project stages.

Administrative Matters

  • Report writing on project cost expenditure and progress status.

Qualifications, Knowledge, Skills and Behavioural Competencies Required

  • Degree or equivalent in Electrical Engineering
  • Registered as a PrEng or PrTechEng, or currently registered as an Engineer or Technologist would be an advantage
  • Minimum 3 years experience in a design environment, either in consulting or in a design office of a client organisation
  • Working knowledge of engineering design software and CAD systems
  • Site experience is an advantage but not a prerequisite
  • Understanding of project management processes and principles
  • Direct experience working with municipal roads and water infrastructure, building structures and associated built environment infrastructure
  • Sound understanding of infrastructure planning and design principles, local authority by-laws, construction specifications and municipal engineering standards, specifically for eThekwini Municipality
  • Knowledge of construction materials and quality management thereof
  • Ability to challenge designs in terms of practicality, durability and value for money
  • Understanding of the OHS Act and Construction Regulations
  • Familiarity of the National Environmental Management Act
  • Computer Literacy Skills (MS Office: Word, Powerpoint, Excel)
  • Electrical infrastructure design experience
  • Able to apply knowledge of engineering standards such as Red handbook, EThekwini Standards, design standards such as SANS
  • Able to apply knowledge of JBCC
  • Experience in Framework infrastructure Delivery and Procurement Management (FIDPM)

Recruitment and Selection Process

The process will consist of the following steps:

  • Shortlisting of CVs based on minimum requirements of the role.
  • 1st Round Panel Interview.
  • Psychometric Assessment/s.
  • Verification Checks; and
  • 2nd Round Panel Interview, only if required.

The following verification checks will be conducted:

  • Criminal;
  • Credit (position of trust), if relevant to position;
  • Qualifications;
  • Reference Checks;
  • South African citizen;
  • Valid driver’s license; and
  • Positive verification of current remuneration package.

Remuneration and Benefits

  • R757,200 to R1,135,800 Total Cost to Company.
  • Cellphone allowance of R1,251 per month.
  • Non-guaranteed performance bonus.
  • 22 Working days leave per annum.
