PURPOSE OF THE JOB
Responsible for supporting the Operations with the Administration of Discretionary Grants (DG) Projects, Budget and Expenditure, Monitoring of the commitments register and financial reporting to ensure adherence to all regulations and statutory requirements and both Internal and External Audit.

Discretionary Grants Projects Financial administration 40%
- Co-ordinate the annual DG budget charter to APP with all core divisions and finance
- Reconciliation of DG recommendations with approved DG budget as well as DG Contracts
- Quality assurance of recommendation letters to ensure alignment with DG recommendation
- Review and ensure vetted DG standard contract framework is implemented
- Quality assurance of all final agreements/ and contracts to ensure alignment with the DG recommendation
- Ensure that all contracts are fully signed, properly dated and witnessed by delegated officials and that the start and end dates on the contract have been properly recorded in the commitment register.
- Quality assurances of all payment's batches against project expenditure deliverables before submission to finance
- Monitor the implementation of the DG financial targets and reporting on a monthly basis
- Schedule meetings with core managers to ensure alignment of the division's commitment register with finance
- Monthly update the commitment register with new contracts immediately on receipt of a duly signed contract and reporting thereof.
- Review and perform recalculations of all addendums and closure letters, and update the commitment register
- Review the commitment register to ensure that addendums and closure letters for identified contracts are done timeously.
- Co-ordinate core and finance commitment register with payments/ expenditure timeously
- Present feedback on misalignment and ensure correction
- Identify compliance gaps and recommend solutions
- Update and maintain the Commitment schedule on the centralised shared drive which includes recommendations, final allocations, payments, clawbacks and withdrawals (where applicable)
- Flag and update any new risks for attention by Project owners
Reporting and Compliance 30%- Compile relevant reports and feedback mechanisms to evaluate project performance ensuring good practice and lessons learnt are disseminated internally and externally, in terms of Legislative requirements.
- Facilitate the audit information between the Auditors and Managers
- Validate the compilation of monthly consolidated Project Commitment reports based on the Management Reports.
- Compilation of Monthly/Quarterly/Annual DG Performance reports for submission to OPDR Manager and Core Managers.
- Coordinate, evaluate and respond to audit requests for internal and external audit requirements around Commitment with Finance
- Receive, check, and submit the Validation report to OPDR Manager and EMO.
- Contribute to the quarterly trends report for EEMT feedback.
Stakeholder Engagement and Team Support 15%- Investigate any concerns raised by stakeholders.
- Support the team in resolving the concerns as required concerning budgets, expenditure and valid contract periods
- Identify risks and opportunities for recommended improvement and provide feedback as required
- Support the team to deliver on its objectives on an ongoing basis
- Attend stakeholder engagement as and when required
General Administration 15%- Provide administrative support to the OPDR Division.
- File DG documents for Auditor General and Internal Auditors
- Supply and submit relevant documents required by Internal and external Auditors
- Attend DG committees' sessions and meet with finance resource to align the Commitment Schedule.
REQUIRED QUALIFICATIONS AND EXPERIENCEQualificationsMinimum Requirement: NQF Level 7 Degree in Financial Management/Auditing/ Financial Accounting or equivalent
ExperienceMinimum Requirement:
A minimum of 5 years' supervisory experience in a Financial Management/ Financial Accounting/Auditing field
Preferred Requirement:Financial Management /Auditing/Financial Accounting experience in the Public Sector environment.
