REQUIREMENTS

  1. Grade 12.
  2. A relevant three (03) year tertiary qualification, preferably a National Diploma or B Com with financial accounting as a major subject.

EXPERIENCE

DUTIES:

Budget Administration:

  • Assist with managing communication between the budget Office and top management, head of departments and political structures.
  • Perform extraction and capturing of financial information and statistics relating to budgeted figures.
  • Supply correctly and timeously.
  • Approve expenditure in terms of delegated authority.
  • Ensure effective control and management of the budget.
  • Ensure effective record keeping (both electronically and hard copies) of sources documents relating to the expenditure incurred.
  • Apply strict budget and financial control to ensure the implementation on the budget through monetary and budgetary control reports.
  • Assist with designing, administering and maintaining of all vote structures on the financial system.
  • Inform managers and heads of department of budget virements.
  • Perform preliminary checks on budget virements to ensure correctness in terms of policy, budget regulations and other applicable legislation.
  • Advise divisional manager of budgeted revenue.
  • Implement improved budgets, capture budget on the financial system and control to ensure that it balances always.
  • Ensure that expenditure is in accordance with the approved budget and advising corrections to be done under the supervision.
  • Analyse votes to determine correctness of allocations.
  • Scrutinise expenditure to identify fruitless, wasteful, irregular and unauthorised expenditure.
  • Prepare mid-year budget and performance assessment report for first six months of a financial year, considering monthly statements (section 21), SDBIP’s, service delivery targets and performance.
  • Prepare and disclose information as per MFMA and applicable accounting standards, including among other expenditure trends, deviations, etc.
  • Assist with the tabling of the annual reports by submission of the budgeted figures for inclusion and other information as may be required.
  • Assist with compilation, preparation and disclosure of information as required for statistical purposes.
  • Liaise with internal/external auditors regarding the provision of information and documents in respect of budget.
  • Capture and/or approval of payments on banking system.

Managing Transfer and Subsidies Project Expenditure:

  • Checking payments for correctness and compliance.
  • Authorising payments on Munsoft.
  • Monthly reporting on expenditure on transfers.
  • Monthly reporting on project expenditure for Local Municipalities.
  • Calculation of work in process inventory to be included in the Annual Financial Statements.
  • Prepare letters to Local Municipalities with supporting documentation on Transfers and Subsidies Projects that was completed during the financial year, projects that is work in process and General expenditure.
  • Calculation of commitments on projects roll over projects to be included in the Annual Financial Statement.

Annual multi-year budget and adjustment:

  • Assist with co-ordination and administration of the budget timetable at least ten (10) months before the start of the budget year setting/outlining key deadlines for the preparation, tabling and approval of the annual budget.
  • Assist with information as input to the municipality’s IDP, in line with national budget, the relevant provincial budget, national government fiscal and macro-economic policy, annual Division of Revenue Act, budget related policies and any agreements reached at the budget forum meetings.
  • Assist with providing any information relating to the budget to the National Treasury, national departments, any other organ of the state and other municipalities affected by the budget.
  • Assist to Co-ordinate and ensure that budget input sheets are submitted timeously to all disciplines.
  • Gather, capture and process collected budget figure (operational/Capital) into the budget programmes.
  • Advise and provide guidance to all disciplines and functionaries to prepare the budget input sheets and determine budgeted figures.
  • Investigate and calculate available sources of funding, taking into account the DORA, grant funds, donations, external funding and own funds.
  • Assist with producing a consolidated annual draft budget.
  • Assist with budget forum meetings with relevant functionaries to revise, adjust and prioritise capital projects with available resources.
  • Assisting with arranging budget forums meetings with relevant functionaries to revise, adjust and prioritise operating budget with available resources and macro indicators from National Treasury.
  • Assist with preparing and compiling the budget document with supporting documents in accordance with National Treasury prescriptions and budget reform input forms.
  • Compile projected cash flow for the budget by revenue source broken down per month.
  • Advise on the revision of budget related policies and including any proposed amendments into the budget document.
  • Assist functional divisions with complying with Section 19 of MFMA and the tabling of a consolidated report to Council.
  • Provide budgeted information to functional divisions for compilation of draft service delivery and budget implementation plan for the budget.

Supervisory Duties:

  • Supervise the performance of subordinates.
  • Provide advice and direction on daily duties.
  • Providing guidance to administration personnel on administration systems, procedures, legislations and regulations.
  • Recommend disciplinary action and undertake preliminary investigations.
  • Monitor and ensure that health and safety procedures are adhered to.
  • Resolving conflicts amongst the administration staff members by applying conflict resolution guidelines or procedures.
  • Identify training needs.
  • Train subordinates on the job.
  • Monitor and verify time and log sheets.
  • Monitor and verify all duties performed by personnel to achieve proper and fair administration of the council funds.
  • Attend to routine personnel administrative matters for the organisation and ensure that the rules of GRAP and other good accounting practices are adhered to.

Procurement: Manages the procurement process according to prevailing legislation, norms and standards.

Budgeting: Establishes and manages credible budgets within legislative, political and administrative mandates.

Management: Drives optimisation of financial management of the municipality through use of standard operating procedures.

Costing: Ability to produce costing based on best-practice, political imperatives.

Financial Reporting: Ability to identify overall objectives of financial reporting, specific information needs of stakeholders & the general information needs of others.

Financial Process Management: Ability to support an effective, economic and efficient finance function through.
