The Construction Services Manager is responsible for overseeing the planning, execution, and completion of residential and small community construction and renovation projects for the Tla'amin Nation. This role ensures that all housing and community construction projects align with community needs, budgets, timelines, while complying with Tla'amin Laws, municipal, provincial and federal regulations. The Construction Services Manager works closely with Tla'amin departments including Public Works & Infrastructure, Housing, Lands & Resources as well as working with external contractors and community members to ensure high-quality, sustainable housing solutions. Management and mentorship of the construction services team is a key part of this role.
Key Responsibilities
- Performs all duties and responsibilities in accordance with Tla'amin laws, regulations, policies, practices and procedures as directed by the Director of Public Works & Capital Infrastructure.
- Maintains confidentiality as required pertaining to Citizens, clients, employees and general matters of the Nation.
- Project Planning & Management: Develop and manage housing construction project plans, including new builds, renovations, and repairs. Ensure projects align with Tla'amin housing policies, funding agreements, and long-term development plans. Work with architects, engineers, and consultants to design housing solutions that meet community needs. Prepare and manage cost estimates, budgets, project schedules, and procurement of materials.
- Construction Oversight & Quality Control: Supervise contractors, tradespeople, and construction crews to ensure high-quality workmanship and timely project completion. Conduct regular site inspections and enforce compliance with BC building codes, environmental regulations, and safety standards. Address construction challenges, delays, and issues proactively. Ensure proper documentation of work progress, contractor performance, and quality assurance.
- Health & Safety: Implement and enforce Occupational Health & Safety regulations as required under the Canada Labour Code. Conduct risk assessments and implement safety protocols to protect employees and community members.
- Department Management: Provide leadership, management and mentorship to the Construction Services team. Communicate effectively to ensure clarity of roles and responsibilities. Ensure staff have tools, training and resources to accomplish their work. Work closely with the Construction Foreman to ensure that policies and procedures are understood and followed by staff including safe work practices. Ensure a respectful, healthy, and safe work environment. Responsible for hiring, orientation, supervision, and training of direct reports. Provide constructive feedback and manage performance of Construction Services Team. Provide training and mentorship to Construction employees to promote skills development and growth. Support and provide guidance to employees enrolled in apprenticeship programs.
- Financial & Administrative Duties: Track project expenses, control costs, and ensure adherence to financial agreements. Prepare reports on project status, challenges, and recommendations as required.
- Other duties as assigned.
Qualifications
Training, Education, Experience:
- Diploma or degree in Construction Management, or a related field. A Trade Certification in Carpentry will also be considered.
- Minimum 5 years of experience in residential construction management, preferably in Indigenous communities or remote locations.
- Experience managing budgets, contracts, and multiple construction projects simultaneously.
- Experience with sustainable building practices.
