Summary

The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. More information on the OCIO is available on our website and LinkedIn accounts.

This position is outside the bargaining unit.

Duties

Selectee(s) will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in: Washington, DC; Dallas, TX; Boston, MA; New York, NY; Philadelphia, PA; Atlanta, GA; San Francisco, CA. Advertised salary reflects the pay range for the above locations. Upon selection, salary will be set in accordance with the selectee's assigned duty location.

Current DOL policy requires on-site work at least 5 days per pay period. The selectee will report to an assigned DOL office location on a regular basis and is eligible for participation in telework as determined by management in accordance with DOL policy.

This position is in the Office of the Chief Information Officer (OCIO), Directorate of Administration, Business Management, and Governance, Division of Administration. The Division of Administration is responsible for directing and administering the resource and administrative programs to support the mission and program activities of OCIO.

  • Provides leadership and oversight for a broad range of operational program areas including human capital management, administrative services, resource management, and administrative support services.
  • Serves as the primary administrative manager and advisor to the Director, OCIO senior staff. Provides a broad range of administrative services to the OCIO, including budgetary and financial management, planning, evaluation, personnel services, and administrative support services.
  • Assists the Division Director with directing the planning, provision, and coordination of administrative and office services and support for OCIO, including space management, telecommunications, repairs, travel, training, warehouse, and supplies.
  • Monitors travel by OCIO staff and ensures that travel regulations (GSA, GAO, and DOL) are followed.
  • Develops and recommends to senior management goals, strategies, milestones, and measures for OCIO performance. Considers the goals, objectives, and planning requirements, employee turnover; recommends human resource requirements, personnel staffing ceilings, and employment strategies and targets.
  • Directs OCIO's implementation, monitoring, and reporting on various administrative initiatives as assigned by the Division Director.
  • Keeps the Director, CIO, and senior management staff apprised of variances and provides viable alternatives for errors and difficulties. Determines and reports the progress of OCIO operations and management.
  • Performs other duties as assigned.

  • Requires a supervisory probationary period if the requirement has not been met.

Qualifications

You must meet the Specialized Experience to qualify for Associate Director of IT Administration, as described below.

For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-15 includes:

  • Experience providing leadership and direction to staff regarding Administration, Policies, and Procedures.
  • Experience developing and presenting sensitive recommendations to higher authority, obtaining compliance with policies from program activities.
  • Experience in developing new methods and techniques for the forecasting of long range program needs (e.g., 3 to 5 years or more into the future).
  • Experience identifying strategies and implement programs which contribute to providing top quality service.
