Job title : Assistant Director : Talent Sourcing (3-Year Contract Period), Ref No. DOTP 29

Job Purpose: The Department of the Premier, People Management sub-directorate has an opportunity for an individual to manage the Recruitment and Selection processes at operational management level.

Minimum Requirements:

  1. Appropriate 3-year National Diploma majoring in HRM or a B-Degree in Industrial Psychology.
  2. Minimum of 3-years' supervisory experience in a Recruitment and Selection environment at an administrator/recruiter level.
  3. A valid code B driving licence.

Recommendation:

  1. Experience with technical recruiting including e-Recruit support, competency-based recruitment processes, and the associated administrative tasks.
  2. Advising senior and executive management on the recruitment and selection process and best talent.
  3. Proven candidate sourcing skills.
  4. Proven experience in complex data management.
  5. Direct liaison with media and recruitment agencies regarding advertising of vacancies.
  6. Supervision of staff.
  7. Willingness to work longer hours in line with print media publication times.

Consulting with various stakeholders on different management levels.

Key Performance Areas:

  1. Quality control of all operational work.
  2. Project Management control and allocation of tasks.
  3. Ensure the publication of advertisements in various media.
  4. Facilitate the compilation of advertisements and pre-selection questionnaires and provide training/workshops on Talent Sourcing, e-recruit, and reporting.
  5. Ensure that bulletins are published as per schedule.
  6. Ensure that advertisements are published in DPSA, media, and e-recruit platform.
  7. Communicate with service providers regarding advertising standards, response handling inquiries, and participate in the creation of specifications.
  8. Handling complex inquiries from clients and applicants.
  9. Facilitate and provide professional advice on the sourcing of talent across various professions, competency-based recruitment practices, inclusive of shortlisting, interviewing, and verifications (personnel suitability checks) and the appointment decisions, as well as the issuing of employment offers.
  10. Facilitate audit processes.
  11. Ensure recruitment and selection data integrity and report on any irregularities.
  12. Manage staff and report on the unit's performance.

Competencies:

  1. General knowledge of various employment laws and practices.
  2. In-depth knowledge of Recruitment prescripts (legislation and policy documents).
  3. The following skills: Excellent interpersonal and coaching; Database development management and reporting; Supervisory; Consultative and effective Problem solving; Effective oral and written communication.

Ability to gather and analyze information; Ability to work under pressure and meet deadlines.
