Grade 12 plus an appropriate Bachelor’s degree (NQF level 7) in Supply Chain Management/ Finance or relevant qualification as recognised by SAQA.
3 years’ relevant experience in tender management and contract management.
Valid driver’s license.

Duties:
Ensure effective and efficient tender administrative support to the Department in compliance with all applicable legislative frameworks.
Liaise with project managers.
Compile and collate standard bid documents, coordinate bid advertisements and attend bid briefing sessions.
In conjunction with the BEC Chairperson, ensure that bid evaluation committee meetings take place, prepare letters of appointment for the bid evaluation committee members and notify them of the dates accordingly.
Facilitate and administer the evaluation process of bids, prepare project plan for evaluation dates and brief the BEC of their roles in the evaluation process.
Ensure that the calculated prices and the functionality points gained are in accordance with the preference or evaluation points system.
Prepare recommendations submission to the BAC to approve and award the bids.
File all bid documents, ensuring confidentiality, prepare letters of acceptance to successful bidders and regret letters to unsuccessful bidders, and respond to all bid-related queries.
Prepare monthly reports of bids awarded, cancelled and in progress.
Administer variations to the contracts. Evaluate applications for price adjustments and invoke penalty clauses.
Evaluate applications for variations, amendments and cancellations and develop proposals for approval.
Undertake dispute resolution and ensure that all documentation is prepared and available to resolve disputes.
Maintain proper relationship with suppliers within the code of ethics to ensure delivery of goods/services.
Supervise, monitor contract compliance by determining whether product/services are delivered at the right time, of the right quantity, right products, right place, right conditions, right quality and right price according to the contract.
Supervise and monitor supplier performance according to the contract and service level agreements.
