Job Purpose: The Department of Local Government, Western Cape Government has an opportunity for a suitably qualified, competent and dynamic individual to support and strengthen the capacity of municipalities to improve their service delivery.

Minimum Requirements:

  1. An appropriate 3-year National Diploma / B-Degree (equivalent or higher qualification) in Public Administration.
  2. A minimum of 3 years relevant experience.

Recommendation: A valid (Code B or higher) driving licence.

Key Performance Areas:

  1. To strengthen the internal capacity of municipalities to deliver on their constitutional mandate.
  2. To manage and coordinate municipal support interventions.
  3. Monitor and evaluate all projects.
  4. Gather all relevant information related to municipal performance and compliance.

Knowledge and Skills:

  1. Knowledge of public sector finance.
  2. Financial legislation in the public sector.
  3. Applicable financial management systems.
  4. Monitoring and reporting procedures.
  5. Statistical packages.
  6. Municipal finances.
  7. Project management.
  8. Proven Computer literacy in MS Office Package (Word, Excel, PowerPoint etc).
  9. Ability to work independently and as part of a team.
  10. Communication skills (written and verbal).

Remuneration: R - R per annum (Salary level 9).

Notes: Shortlisted candidates will be required to submit documentation granting permission for verification of qualifications, criminal record vetting, and reference checks. These candidates will be required to complete a practical assessment and attend interviews on a date and time determined by the department and may also be required to undergo competency assessments / proficiency tests.
