Job description
Job title: Advisor: Trading Services (Water and Sanitation)

Job Location: KwaZulu-Natal, Durban
Deadline: March 13, 2025

Qualifications And Experience
  • A Degree in BSC Environment; a related Honours degree will serve as an advantage.
  • 3 years’ relevant experience, of which at least 1 year has been at an equivalent level within a medium to large sized organization.
  • A Valid Driver’s License and frequent travelling.
  • Demonstrates a sound understanding of the Local Government Sector and issues relating to area of specialty.
  • Ability to manage in a broad scoped environment is essential.

KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS
  • Research and Benchmarking: Assist in conducting analysis on municipalities and provide guidance in respect of possible improvements; conduct and interpret research in areas such as Water, Sanitation, Solid Waste Management, Electricity, Energy Efficiency, and Clean Energy sources; create a learning and sharing platform to improve municipal efficiency; support the strengthening of municipal profiles in the central repository under the guidance of Senior Advisor and management; provide ongoing analysis of key challenges, needs, and trends to ensure that local government strategies and programmes are appropriately implemented.
  • Representation at IGR & Other Fora: Provide technical support and advice to the Chairs of working groups; develop content on complex issues relevant to a SALGA position for mandating; represent SALGA and municipalities at various IGR and other Fora; identify policy and legislative gaps and develop proposals for better municipal performance; engage sector departments in leveraging technical support to municipalities.
  • Support Advice and Capacity Building: Guide and provide professional advice to municipalities; provide hands-on support to strengthen municipal capacity; facilitate the implementation of the capacity building strategy; assist with training programmes and peer learning sessions; promote technology and innovation uptake in solving municipal challenges.
  • Monitoring and Evaluation: Create a high performance culture on all projects; maintain records per SALGA policy; prepare audit files; support the development and implementation of monitoring and evaluation processes.
  • Programme / Project Management: Implement appropriate project management methodologies; manage the full project cycle on assigned projects; assist with planning and integrating programme roll-out; ensure projects are implemented against contract specifications.
  • Stakeholder Management: Assist with creating reports to communicate about the programme; identify key role players for sustainability; ensure timely communications with all stakeholders; build and maintain relevant stakeholder relationships.
