Job description

The USAID-funded Resilient Cities Limpopo Program, implemented by Tetra Tech ARD, is currently accepting expressions of interest for an Administrative and Human Resource Specialist. This position will be based in the main office in Pretoria, South Africa.

Position Description: The program aims to increase urban residents' access to safe and reliable water, sanitation, and solid waste services in the Limpopo River Basin region of Southern Africa, including parts of Botswana, Mozambique, and South Africa. Tetra Tech will partner with local governments and other stakeholders to strengthen municipal governance, enhance public service delivery, and develop sustainable, climate-resilient solutions.

Working under the direction of the Deputy Chief of Party – Operations, the Administrative and Human Resources Specialist will be responsible for the overall administrative functioning of the project office in Pretoria and provide support to the Deputy Chief of Party – Operations. They will oversee effective administrative operations including human resources and personnel, office compliance to Tetra Tech, USAID, and local policies and regulations, receptionist functions, travel, and all other related functions.

Responsibilities:

  1. Manage Human Resource (HR) operations, ensuring compliance with HR rules and regulations.
  2. Lead/coordinate the entire employment cycle, including the recruitment process, interview and vetting processes, onboarding, and orientation.
  3. Partner with program staff to understand skills and requirements for targeting successful candidates; filter candidates to propose a pool of highly qualified applicants.
  4. Lead the development of employee retention programs and embed diversity and inclusion into talent, learning, recruitment, and engagement. Coordinate the performance evaluation process.
  5. Develop employment agreements, manage local benefits enrollment, and ensure all inquiries and challenges employees face regarding their insurance are handled on time.
  6. Coordinate staff training and establish staff development plans based on staff appraisals and evaluations.
  7. Provide oversight on updating personnel files and other related HR documents, including employment agreements, amendments, timesheets, calendar holidays, and leaves.
  8. Plan and track anticipated administration activities related to project office operations.
  9. Arrange for and oversee the maintenance of office equipment and repairs for office space.
  10. Provide support for submission of documents, tracking of correspondence, distribution of supplies and material for training activities to the project’s technical team.
  11. Perform other reasonable duties as assigned by the Director of Operations.

Minimum Qualifications Required:

  1. University degree in Human Resources or another related field.
  2. Minimum of 3 years’ experience in administrative and operational positions or 8 years in a relevant field, preferably with USAID and/or other donor funded programs.
  3. Proficiency in Microsoft Office applications; experience with Salesforce desirable.
  4. Excellent communication and teamwork skills with demonstrated experience working collaboratively in a multidisciplinary and multicultural environment.
  5. Demonstrated leadership, integrity, and ability to work under pressure, meet tight deadlines, and coordinate across multiple countries.
  6. Possession of a valid driver’s license desirable.
  7. Fluency in English (written and oral). Fluency in Portuguese would be beneficial.
  8. Current authorization to work in South Africa is required at the time of application.
