Lending Singapore | Lending Support | Vice President

About the position:

We have a great opportunity to join the Lending Support (‘RMLA’) Team which is part of the Lending Organisation within ING’s Wholesale Bank (“WB”).

Lending Singapore is responsible for the end-to-end management of all lending activities in WB Singapore. This includes working with stakeholders on the co-origination and structuring of loans, the effective client-centric delivery of such loans to the clients including internal processes, delivery platforms and customer experience, the management of the credit performance of loans in the entire loan life cycle, the management of the loan portfolio towards an optimal balance sheet and ensuring an effective control environment for the Lending function. ING WB Singapore offers lending solutions to our clients, that are mainly large corporations and financial institutions, across various core industry sectors, with a broad suite of loan types including project finance, acquisition finance, trade finance, structured export finance, and sustainability linked loans.

The RMLA team provides transactional and regulatory support to the WB Lending organisation. The team has the bird's-eye view of lending operations and influences critical business processes. The team handles complex operational tasks to ensure quality of service during transaction closing and execution, while managing effectiveness of first line controls. As a Vice President in the RMLA team, you will work closely with the other lending teams and the Head of Lending to ensure lending transaction processes run smoothly.

Responsibilities:

Operational and regulatory support

  • Support the lending teams with the closing and execution of lending transactions.
  • Ensure compliance with regulatory processes and reporting requirements.
  • Mitigate non-financial risks and support the continuous improvement of our department through process analysis and optimization.
  • Coordinate and oversee Key Control Testing, to ensure that controls are designed well and implemented effectively.
  • Manage service level agreements (SLAs) and Transfer Pricing policy requirements.
  • For Sourcing, work with the Business Risk & Control team and act as the primary point of contact for audit and workplace instruction policies.
  • Coordinate internal and external audits.
  • Coordinate Product Approvals (PARPs) and timely reviews, ensure approvals by all relevant stakeholders and monitor approval conditions if any, and maintain the PARP inventory.
  • Coordinate and run Risk and Control Self-Assessments for implementation of new Lending projects/initiatives/policies.
  • Manage local regulatory reporting (MAS reports) for the Lending team and act as the key contact for Compliance.

Business Performance, Analytics and Financial Control

  • Collaborate with Business Management and Finance or other stakeholders to develop and deliver a suite of business performance metrics that provide the Head of Lending and the Lending MT with both timely and informative insights that support them in the day-to-day management of the business.
  • Support Portfolio Management to develop and maintain analytical solutions to scrutinize large data sets. Extract and report data from LoanIQ and use data analytics and data visualization tools to assist in portfolio management activities.

Change management for Lending projects/Initiatives

  • Coordinate the implementation of change processes and digitalization initiatives.
  • Participate in working groups to ensure a smooth and efficient transition to global standards on processes and systems.
  • Oversee and coordinate in collaboration with Global Lending Services the allocation and transition of loan management tasks to our Lending Support hub in Manila.
  • Actively track global policy changes and ensure efficient transfer of information and compliance with new rules.

Qualifications and Competencies

  • Bachelor’s Degree in Economics / Finance / Accounting / Mathematics or similar with strong results.
  • Minimum 7 years of wholesale banking experience, preferably in Lending.
  • Strong understanding of accounting statements & principles
  • Advanced knowledge of Microsoft Excel, PowerPoint, Word. Python or Power BI is a plus.
