Job description

1. AUTHORITY

Overall in-charge of vessels assigned under his/her charge

2. GENERAL RESPONSIBILITY / TASK DESCRIPTION

  • Ensuring at all times in compliance with IMO, CLASS, Flag state and local port authorities regulations.
  • Monitoring survey due date based on the Ship Survey Status Report from Class on monthly basis.
  • Collaborating with the stakeholders on ancillary services for completing the surveys satisfactorily and on time.
  • Ensuring all nautical, technical, energy efficiency, logistical/purchasing and crewing related activities concerning the operation of the assigned fleet of ships including sales and purchase of vessel handing over and taking over.
  • Responsible for the implementation of the SMS Policies. Carry out periodical verification and reviewing of the SMS.
  • Providing crew evaluation and reporting on crew performance to the management for the approval of Master and Chief Engineer for assigned ships.
  • Responsible for, in cooperation with the SMT, to prepare regular PMS plans for vessel ensuring no maintenance gets overdue or neglected. All maintenances to be carried out timely in the most economical way without compromising safety and quality.
  • Responsible in preparing annual and long-term budgets and forecasts as stipulated timelines by accounting. Review and monitor the Vessel Operating Expenses (OPEX) on a monthly basis, to provide justification for over and under budget elements.
  • Responsible for, in cooperation with the SMT, to develop dry-docking specifications, implement and provide relevant input to the Fleet Management for preparation and executing of dry-docking and budgets.
  • Carry out Root Cause Analysis (RCA) for incident investigation and implement the corrective and preventive measures onboard.
  • Plan vessel inspection and annual leave with fleet team member
  • Responsible for visiting the vessels at 6-monthly intervals with marginal allowance of plus/minus one month. The vessel manager shall prepare a report from the visit as detailed in the FM_Superintendent Inspection and shall provide a copy as reference to the Master.
  • Appraising Owner and collaborate with all relevant departments to keep owner informed on vessel performance in all aspect to meet owner satisfaction and expectation
  • Respond to emergencies and potential emergencies as described in the Emergency Response Procedures
  • Ensuring minimum recommendation spare inventory is maintained and essential critical equipment spares are kept onboard the assigned ships
  • Responsible for the KPIs and the monitoring of the assigned ship’s performance to ensure compliance with established plans and to identify improvement potentials for the continuous improvement process ERP.
  • Responsible in ensuring the Deviation Reports / Total Care List are promptly followed up and closed, and implementation and supervision of vessel projects and vessel improvement plan.
  • Verify weekly, monthly and quarterly reporting from vessels are in order and provide timely recommendation and guideline to vessels.
  • Monitor annual budgets against actuals on monthly basis include commentary on budget variance.
  • Monitoring Fuel and L.O analysis, cooling water, boiler water and drinking water. Taking appropriate action promptly on any deviation.

6. QUALIFICATIONS

SKILLS & COMPETENCIES:

  • Strong analytical, problem solving, time management, decision making and leadership skills.
  • Highly flexible, stress resistant and able to demonstrate conceptual thinking skills
  • Demonstrates teamwork, interpersonal and communication skills
  • Extensive knowledge and experience of project work must be process oriented
  • Extensive technical knowledge in general ship operation and the use of all machinery found onboard
  • Experienced in preparing and following a budget
  • Ability to respond positively to customers and external bodies in an effective manner
  • Knowledge and experience in the health and safety and the marine industry
  • Sound knowledge and experience with QHSE Management concepts
  • Good inter-cultural skills and an understanding of Asian and Western business practices and protocol
  • Good working understanding of commercial and contractual documents
  • Very good written & spoken English
  • Proficient in Microsoft Office applications, statistical reporting and database management

EDUCATIONAL QUALIFICATIONS & EXPERIENCE:

  • Relevant higher education in Engineering / Nautical (Chief Engineer's / Second Engineer / Master's license)
  • Working experience as Chief Engineer one year / Superintendent of two years or more
  • Willingness and ability to adapt to the high workload, fast pace and irregular working hours of a company active in global shipping
