Job description

Who are we?

We are a marine civil construction company, and owner of a fleet of vessels and land machineries. Our vessels include grab dredgers, tugboats, workboats, anchor boats, outboard boats, crane barges and flat-top barges. This fleet of vessels serve in near-shore construction projects at the sea and river, doing dredging and lifting operations.


What is your role?

You will be responsible for effective technical team management, fleet management and vendor management.


Detailed Responsibilities

1. Team Management

  1. Set work goals/work plan and manage Technical Team to meet expectations in line with organisation's competence and performance management objectives.
  2. Formulate annual budgets for vessel fleet and oversee costs. Analyse financial reports to find opportunities for cost reductions.
  3. Design and implement technical SOPs and operation risk management.

2. Technical (Day-to-day Activities)

  1. Manage overall technical activities & maintenance operations in planning, repairs and inspection.
  2. Develop PMS (Planned Maintenance Schedule) on daily/monthly/quarterly/yearly activities on fabrication, repair and maintenance.
  3. Prepare ship condition reports for management. Report on day-to-day about ships conditions, and any untoward incidents on vessels in the fleet.
  4. Full supervision of the maintenance operations of vessels and guide Marine Engineer to ensure planned maintenance and other technical activities are carried out in a correct and safe manner.
  5. Maintain, troubleshoot and repair in marine IC engines, electrical circuitry, mechanical, and hydraulic systems, basic fluid and hydrodynamics, boats’ architecture and design, and maintenance level categorisation.

3. Drydocking (once in 3 years and 5 years)

  1. Develop PMS (Planned Maintenance Schedule) with yard, on cost and repair, monitor and liaise on quality and schedule.
  2. Ensure high standards in maintenance and preparation of fleet.
  3. Oversee all activities, review & approve major refits, dry-docking & major repairs.

4. Contract and Procurement

  1. Perform multi-vendor management and critical procurement processes to obtain servicing/repair services and new equipment/machinery parts.
  2. Negotiate prices and drive cost efficiency (annual 10% cost reduction) to manage contracts and maintenance budget.
  3. Review purchasing performance to identify shortcomings.

5. Strategic Sustainability Initiatives

  1. Implement lower-carbon energy initiatives for vessel fleet, such as blended biofuel, diesel-electric hybrid propulsion or full-electric propulsion to achieve net-zero carbon targets and meet the Singapore Maritime Decarbonisation Blueprint 2050.
  2. Implement R&D initiatives to tap on technology such as AI and IoT for SMART vessel and equipment maintenance planning and tracking etc.
  3. Assist to develop R&D pilot projects and write papers to obtain government grants to fund such initiatives.

We are looking for someone with:

  1. Educational background in marine engineering (degree or diploma) preferred.
  2. Prior Experience in Marine Construction projects and vessels, Marine Engineering, Shipbuilding are important. Marine Operations Management is nice to have.
  3. At least 8 years of hands-on skills in maintenance, troubleshooting and minor repairs of vessel fleet, to maintain operational readiness of these vessels and marine construction equipment.
  4. At least 5 years of relevant experience in managing vendors/contractors in marine and near-shore/offshore construction industries.
  5. Experience in people management and leading maintenance team.
  6. Experience with maritime and construction innovation initiatives will be very advantageous.

  4. Valid Class 3 Driving License and Powered Pleasure Craft Driving License (PPCDL).
  5. Able to work beyond the usual working hours for projects during occasions and/or when need arises.
