(A) JOB DESCRIPTION

The position reports directly to the Secretary General.

The Software Development (SD) and Information Technology (IT) Officer supports the IRSG secretariat’s IT infrastructure and is responsible for the installation, operation, and maintenance of the IT network, computers, and other digital systems while supporting and enhancing the IRSG's cybersecurity posture.

The Software Development (SD) and Information Technology Officer is responsible for IT support delivery as well as cyber risk management strategy and planning. He/she also supports the Economics and Statistical Unit in developing and implementing software applications to be deployed in analyzing "big data" for econometric forecasting of IRSG publications.

(B) SUMMARY OF KEY FUNCTIONS/ACCOUNTABILITIES:

  1. Day-to-day monitoring, technical support, and planning of all aspects of the IT network infrastructure (LAN/WAN/wireless network).
  2. Planning, implementing, managing, monitoring, and upgrading the overall IT efficiency of the secretariat and the cybersecurity measures for the protection and efficient operation of IRSG data, systems, and networks.
  3. Ensuring that the IRSG data and infrastructure are protected by enabling the appropriate security controls and responding to all system and/or network security breaches, including mitigating any damages.
  4. Testing and identifying network and system vulnerabilities as well as demonstrating great awareness of cybersecurity trends, including relevant legislation and regulations, hacking techniques, and best practices on responding to and mitigating any damage caused by cyberattacks.
  5. Contributing to and developing cybersecurity strategies that are in line with best practices and providing necessary training and awareness-building activities for IRSG secretariat staff as well as any relevant stakeholders.
  6. Establishing, managing, and administering ICT security policy and procedures to ensure preventive and recovery strategies are in place and minimize the risk of internal and external security threats.
  7. Developing, implementing, and coordinating system policies and procedures as needed.
  8. Planning the IRSG budget and spending plan, selecting and purchasing new and replacement hardware and software, when necessary, and maintaining inventory records.
  9. Closely liaising with the Economics and Statistics Unit and providing necessary IT support by developing and implementing software applications to be deployed in analyzing the "big data" for econometric forecasting of IRSG publications.

(C) COMPETENCIES

Knowledge of information technology, information security, and the development, management, implementation, and maintenance of complex information technology network systems. Expert knowledge of the area of information security, relevant frameworks, and related technology platforms. Ability to produce reports and papers on technical issues and to review and edit the work of others. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size and complexity.

Knowledge of interactive systems and good knowledge of the organization's information infrastructure and IT strategy as it relates to the user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues and problems.

(D) PERFORMS ANY OTHER DUTIES AND RESPONSIBILITIES ASSIGNED AS REQUIRED

The incumbent may be required to perform additional duties and responsibilities assigned by the Secretary-General in conformance with the policy, standards, rules, and regulations of IRSG.

(E) EDUCATION AND PROFESSIONAL EXPERIENCE

An Undergraduate university degree (Minimum of Bachelor degree but preferably a Masters Degree) in computer science, information systems, information technology (with a specialization in software engineering) or a related field is mandatory. Security certifications such as CISSP, CCSP, SANS, GIAC, CEH, etc. will be an added advantage.

A minimum of three years (but preferably five) years of progressively responsible experience in planning, development, implementation, and maintenance of complex computer information technology systems or related areas is required.

Experience in the administration of IT infrastructure, including network servers, web servers, virtual private networks, firewalls, and wireless services, is required, as is the ability to create accurate network diagrams and documentation for the design and planning of network communication systems. Strong competence in developing and implementing software applications to be deployed in analyzing "big data" for econometric forecasting is mandatory.

(F) OTHER MANDATORY AND DESIRABLE REQUIREMENTS

Ability to work in a multicultural environment is a must. Work experience in the United Nations, an international organization, an intergovernmental organization and/or government agency is desirable. For the position advertised, fluency in English is required. Knowledge of French or another official United Nations language is an advantage.
