Job description

Overall Job Responsibility

This role seeks to review and enhance the continuum of services to better support adult persons with disabilities (PwDs) and their caregivers.

One key project will be to develop and implement a new Proof-Of-Concept (POC) with social service agencies running day activity centres and sheltered workshops.

This is a key recommendation under the EMP2030 Community Living Taskforce where Living and Vocational Training Centre (LVTC) aims to enhance the continuum of services to better equip PwDs with vocational and independent living skills. Today, PwDs with care needs enrol in a Sheltered Workshop (SW), Day Activity Centre (DAC) or the Home-based Intervention Service (HBIS) pilot. Transitions across services are limited, even as PwDs’ needs change over time. The POC also aims to support persons with higher support needs through home-based intervention services.

Duties and Responsibilities

Plan and develop the POC
  • Strengthen transition from the POC centres to open employment and supported employment options;
  • Conceptualise the training, care and community pathways for those who cannot graduate to OE/Supported Employment, including work therapy and transition to community services like ESH and ELP;
  • Develop the home-based intervention programme as part of the POC, to support clients with behavioral intervention needs;
  • Progress reporting to MSF/SGE Management.
Provide Project Management for the POC
  • Provide project management of the POC by working closely with pilot operators, MSF and other stakeholders;
  • Identify challenges and gaps faced by the pilot operators, ideate and co-create solutions as well as support them to pivot their POC as required;
  • Provide secretariat support and coordination for the Workgroup including overseeing/driving/monitoring the various workstreams formed under the Workgroup;
  • Reporting to MSF/SGE Management.
Conduct Programme Evaluation
  • Develop interventions in a cost-effective manner;
  • Identify challenges and improvements to the programme design;
  • Develop data collection and evaluation plan;
  • Develop and apply good evaluation practices;
  • Review data analysis and pivot with the SSAs as needed;
  • Review KPIs and resourcing with MSF as needed.

Any other duties as required.

Qualifications, Knowledge and Experience

  • At least 6 to 8 years of relevant experience in service management work or have run new programmes/pilots.
  • Good degree in relevant disciplines.
  • Strong stakeholder engagement skills.
  • Strong team player.
  • Good presentation skills.
  • Self-driven, resourceful and able to multi-task.
  • Meticulous and diligent.
