The job holder will primarily be responsible for the implementation of the HTX Technical Competency Framework and HTX Competency Management System (CMS). He/She will track technical competency data, develop data visualizations and dashboards to support informed decision-making, and serve as the system administrator for CMS. In addition, the candidate will manage the convene of Expert Panel sessions and address technical competency application queries promptly and efficiently. The job holder will also support the planning, curriculum design, development, implementation of a suite of business and technical competency training programmes within HTX. Background in project management experience is essential for maintaining curriculum relevance and presenting lessons learned effectively.

Technical Competency
Review and implement the HTX technical competency framework.
Contribute to the successful implementation of the CMS overseeing the end-to-end process for submitting, tracking, and analyzing data related to technical competency applications, ensuring seamless integration, operational efficiency, and data-driven decision-making.
Perform the role of system administrator for CMS.
Leverage data visualization tools to create dynamic, user-friendly dashboards, transforming technical competency data into actionable insights to inform strategic decisions.
Collaborate in the coordination and management of administrative activities to ensure smooth organization and execution of Expert Panel sessions.
Address applicants' queries regarding technical competency applications, providing timely and clear responses to ensure a positive user experience.
Course Development & Management
Support the design and implementation of business and technical training programmes aligned with the HTX technical competency framework. This includes developing curriculum that addresses these gaps, and clearly defining learning outcomes. Additionally, propose effective training pedagogies and delivery modalities (e.g., blended learning, e-learning, instructor-led), and design robust assessment strategies to evaluate participant progress and the effectiveness of the training program.
Plan, implement, manage and evaluate all activities in accordance with the programme goals and objectives.
Identify the relevant systems engineering and project management principles and practices in projects.

Requirements
Interest in competency development and management.
Proficiency in data visualization tools and experience in utilizing them for analysis and decision-making.
Excellent interpersonal skills with the ability to engage and collaborate effectively with a diverse group of stakeholders.
Demonstrated project management experience, particularly in acquisition management and/or operations and support (O&S) work.
A basic understanding of systems engineering principles.
A genuine passion for curriculum development and classroom facilitation, with a commitment to creating high-quality, impactful learning experiences for participants.
