Senior Quantity Surveyor / Asst Contracts Manager (HDB)

Our client is a well-known A1 Main Contractor with a reputation for a variety of large building projects in Singapore. They have a number of public sector projects of late and are seeking a Senior QS/AM, Contracts to lead on tenders for HDB projects.

Responsibilities:

1. Analyse and clarify RFQs (Request for Quotation) or opportunities during pre-tender and tender phase and to raise queries or amendments in order to influence clients or consultants if possible.
2. Prepare Risk Management (RM) checklist to present to local and Japan management for decisions.
3. Conduct site show rounds to understand the scope of work and prepare Minutes of Meeting (MOM) for Tender scope.
4. Coordinate project involvement during the Tender stage and manpower planning with the project team to develop the project organization chart and preliminary cost.
5. Enhance and consolidate quotes to achieve target win price while avoiding rejection and margin slippage, and prepare Tender cost summary for management approval for tender profit margin.
6. Prepare tender interview presentations to support management during the tender clarification/negotiation phase to win the tender.
7. Lead and organize tender reviews and meetings to ensure completeness and quality handover to the project management team.

Requirements:

• Candidate must possess at least a Diploma in Engineering or Quantity Surveying.
• At least 8 years of local project experience, specifically HDB.
