Job Summary:
As a Senior Officer - HR, you will be supporting employee’s learning & development and HR processes. You will be responsible for administering training applications, managing funding processes, and coordinating learning programs to enhance employee professional growth. Additionally, you will work closely with the Human Resources Service Partners (HRSP) to ensure seamless and efficient HR deliverables, providing critical administrative support, and enhancing employee experience from onboarding through various stages of employment.
Principal Responsibilities and Duties:
Learning & Development
Administer and process employee training applications in the HR system, ensuring compliance with policies and funding requirements.
Liaise with employees, training providers, and funding agencies to ensure proper documentation and approvals are in place.
Be well-versed in training-related grants (e.g. NCSS, AIC, SkillsFuture, etc.) and support grant administration, application, and claims submission.
Track and monitor funding utilization and training effectiveness.
Coordinate and support internal and external training programs, workshops, and e-learning initiatives.
Maintain accurate training records to facilitate data-driven decision-making.
Support in learning events, onboarding programs, and leadership development initiatives to enhance employee engagement and skills development.
HR Operations
Support the employee lifecycle, including onboarding, work pass applications, confirmation, contract renewal and maintaining employee records.
Administer hiring documentation and manage timely renewals or cancellations of work passes in compliance with MOM regulations.
Coordinate the internship program by liaising with direct services.
Facilitate the offboarding process, ensuring a smooth and structured employee exit.
Prepare various HR-related letters, including confirmation, promotion, transfer, and resignation letters.
Assist with HR initiatives such as staff orientation, long service awards, engagement events, and town halls.
Performs other duties and HR projects as assigned
Qualifications & Core Competencies:
Diploma in HR or a related field with more than 3 years of relevant HR experience preferred, especially in grant administration or HR operations. Fresh graduates are welcome to apply.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
Excellent organisational and time-management skills, with attention to detail.
Strong communication and interpersonal skills.
