Job description:
Role & Responsibilities
Streamline and set up a strong learning delivery structure for the Academy operations which will enable a good employee experience and is productive.
Review the Learning and Development Policy to ensure that the policy is updated in line with the learning philosophies and operating model.
Establish a set of standard operating procedures that will serve as knowledge management and guide for all key learning operations.
Monitor and track learning budget utilisation, timely completion of mandatory programmes by staff as well as report learning metrics to the various business units and at the organisational level.
Spearhead our learning digitalisation efforts, including procurement of advanced e-learning tools (e.g. virtual reality training), in-house creation of e-learning programmes using the tools and design a structure which will enable the wider organisation to tap on the tools for their learning needs.
Manage the SuccessFactors Learning Management System, specifically in ensuring seamless setting up of programmes/curriculum, updating of learning roadmaps, rolling out of mandatory programmes, integration with other e-learning platforms such as Udemy as well as accurate recording of learning history.
Review and establish a common set of contractual terms with external learning vendors and contracting process, which will guide the procurement of learning support and vendor management across the entire Academy team.
Manage and review enterprise-level learning subscriptions, such as Udemy, Gartner, Singapore Computer Society, to ensure good return-of-investment and cost effectiveness.
Manage the learning facilities within Synapxe and ensure that they are set up properly to support the delivery of learning programmes.
Drive all learning marketing and communication efforts; and ensure that all learning touchpoints such as the Intranet and mailbox, are updated and maintained.
Work very closely with the Competency Development and Governance team to support the learning needs of the organisation. This includes collaborating very closely with them to plan and organise the developmental interventions to support business needs, to ensure that the Synapxe workforce has the right capabilities to support the business.
As a learning partner to the selected Business Units (BUs), work with BUs to (1) carry out learning needs analysis to identify training needs, (2) identify suitable vendors for training, and (3) support in programme implementation. Be the first port of call when BUs have training-related queries.
Collaborate with BUs to develop learning roadmaps based on competency frameworks to ensure that the learning needs for employees are clearly reflected for different job grades.
Facilitate and oversee in-house training programmes for staff such as Group Orientation in an engaging and professional manner.
Conduct timely reviews of the programmes run by Synapxe Academy to ensure that programmes are effective, and to source for alternative programmes, where relevant.
Requirements
Degree with more than 15 years of working experience and prior experience in Learning and Development domain.
Has at least 5 years of supervisory experience managing a small team of at least 3 staff independently.
Proven track record in managing learning operations and systems, facilitation, programme development, and learning solutions deployment.
Attainment of the Advanced Certificate in Learning and Performance or other established learning and development certifications would be an advantage.
Ability to handle intense workload, set up systems and structures in a complex working environment, and project manage a few workstreams at once.
Good stakeholder management skills and have an enterprising mind to look ahead at the evolving needs of the operations and proactively manage.
Profile description:
Reporting to the Deputy Director, Talent Management & Capability Development, the hire will be one of the team leads within Synapxe Academy, supervising a total of 3 assistant managers and/or executives in managing the learning operations, digitalization and productivity efforts as well as delivery experience. You are required to work with the rest of the Academy team to drive, support and facilitate transformative learning initiatives, with the view to build a high performing, agile and future-ready health tech workforce in Synapxe.
