Plan and manage all procurement activities conducted by the User Divisions to ensure timeliness of procurement and contract implementation.
Provide professional advice to Divisions on best practices in sourcing, contract management, and supplier management practices, and manage inquiries from users.
Develop and maintain the company's procurement governance framework, striking an optimal balance between governance and operational efficiency.
Lead and mentor the procurement team, promoting a culture of continuous improvement and innovation.
Lead the new procurement system implementation.
Manage the entire procurement process.
Review internal Corporate Services SOPs and templates to support digitalization and streamline processes.
Establish and maintain a process and system of archival, organization, retrieval, and disposal of records to support the needs of HSG and compliance with internal policies.
Participate in ad hoc projects as assigned.
Job Requirements
Tertiary qualification in Business, Accountancy, or Finance.
Minimum 5 years of experience in procurement.
A good understanding of Government Procurement Policies will be advantageous.
Familiar with Tenderboard system or Oracle.
Committed with a good working attitude and resilience to produce the desired results.
Effective stakeholder management, communication, and interpersonal skills.
Has a growth mindset in seeking continual improvements and keeping up with digital transformation that leads to significantly better and cost-effective outcomes.
Good team player and meticulous with numbers.
