Job description:
Position Overview The national healthcare programme consolidates and provides patient health data to serve national health needs and supports healthcare professionals to serve their patients better. The programme is part of a national healthcare ecosystem and supports the digitization and connection with other national healthcare programmes.
The successful candidate will report to the PMO Lead and will ensure alignment of the various NEHR performance metrics to have a coherent framework for NEHR-PMO to support programme objectives.
Role & Responsibilities
Supervise a team of PMO staff to support Programme and Project management duties across various domains within NEHR Department.
Develop a deep understanding of the programme performance metrics across PMO functions, namely finance, procurement, performance and resource management, and ensure alignment to support programme objectives.
Recommend/implement specific set of activities and outputs to meet the goals of NEHR in an effective and efficient manner.
Strategise, organise and advise on NEHR manpower planning, assignment and utilization and lead the annual work planning exercise for NEHR.
Ensure approved NEHR work plans are accurately updated into Synapxe's ITBM (IT Business Management) and BET (Budget Estimation Tool) systems for tracking and analysis.
Provide support in reviewing and writing approval papers.
Manage secretariats for various programme forums for internal and external stakeholders.
Prepare communication and reporting of overall IT performance towards key stakeholders in Synapxe and MOH.
Requirements
Tertiary qualifications in Computer Science, Information Technology or related degree.
Minimum 10 to 14 years of working experience in PMO or similar role in an IT environment.
Self-motivated, driven, and has a proven track record in leading a team.
A strong ability to perform detailed analysis and make recommendations.
Excellent verbal, written communication and interpersonal skills.
Prior experience or knowledge of Government and/or Healthcare Industry is preferred.
Active professional certifications in COBIT, Outsourced Vendor Management, Project Management or equivalent will be an advantage.
