Summary of Job

Reporting to the Deputy Director (Technology and Services)/Director (Corporate Planning & Services), the Senior Manager will provide building control and management leadership for the School of the Arts (SOTA). He/She would manage the property and facilities management and related administrative operations, including the management of building facilities, housekeeping, retail space and events logistics management. The Senior Manager would lead the Office of Property Management team to ensure the smooth operation of the building to meet the needs of the school and the requirements of statutory regulations. He/She oversees the School’s safety and security related matters to ensure the school remains a safe space for teaching and learning.

Major Job Responsibilities

  1. Plan and implement the management and maintenance of the School, buildings and facilities to support the School’s operations, including safety and security.
  2. Lead and supervise the Office of Property Management (OPM) in the overall mechanical and electrical operation of the building.
  3. Ensure the provision of continuous logistic support for events and projects, and proactive, responsive and customer-focused services for the smooth operation of the building.
  4. Manage and ensure smooth operations of the carpark facility.
  5. Establish and review policies, procedures and processes to manage safety and security, maintenance and preventive work in accordance to statutory requirements, standards and reporting.
  6. Plan and conduct safety and security related preparedness drills to ensure the school is prepared in the event of emergency.
  7. Establish a clear, systematic and effective programme to manage the outsource vendors.
  8. Ensure all contractual obligations are met by the outsource vendors, including the planning and execution of cyclical maintenance works and building improvement works, annual building inspections and periodic structural inspections.
  9. Carry out the life cycle costing and analysis and planned renewal of facilities and outsourced services.
  10. Develop audit design and specifications for M&E systems for facility renewal projects.
  11. Review and manage annual budget requirements to ensure sustainability and alignment to the School’s strategic objectives and outcomes.
  12. Oversee asset management and budget through accurate record tracking of equipment and machinery, utilities and maintenance expenditure.
  13. Lead the Safety Committee to ensure compliance to the fire safety standard within the building.
  14. Manage and maintain emergency preparedness and business continuity plan on facilities management.
  15. Liaise with Office of Venue Management (OVM) to manage tenancy related matters including addition and alteration works, process of tenancy termination and other related matters in accordance to the Lease Agreement.
  16. Work across teams to collaborate on projects and create synergies.
  17. Lead in the usage of technology to improve work processes and operations.
  18. Support school-wide events and key activities.
  19. Adhere to SOTA’s prevailing policies and procedures.
  20. Accept any other duties as assigned by reporting officer or management of the school.

Job Requirements (Education, Experience and Knowledge/Skills)

Education

· Degree or Diploma in Estate Management / Building Services / Facility & Energy Management / Engineering (Mechanical, Electrical, Electronic, Civil or Structural) or related discipline.

Experience

· At least 5 years of relevant work experience in a senior capacity.

· Certified Senior Fire Safety Manager is preferred.

· Certified Green Mark Manager or Green Mark Facilities Manager is preferred.

Skills

· Dynamic, independent, hands-on, strong interpersonal, communication and stakeholder management skills.

· Good writing, communication and presentation skills.

· Good strategic thinking, implementation know-how and project management skills.

Knowledge

· Strong knowledge in building control and management and familiar with Green Mark is preferred.

· Clear understanding of confidentiality.

Ability

· Service-oriented with conceptual and analytical mindset.

· Ability to organise and manage multiple assignments, deadlines, resources and adaptable to changes.

· Ability to pay high attention to detail to ensure that high quality work is delivered.
