The Human Resources & Talent Development (HRTD) division is responsible for attracting, retaining, engaging, and developing top talent for both MOHH and Singapore's public healthcare sector, with a dual focus on HR management for MOHH and driving strategic HR initiatives as MOH’s implementation partner. SUMMARY OF THE ROLE
We are seeking a strategic Senior Manager to lead the development and the execution of marketing, communications, and engagement strategies for our healthcare scholarship portfolio. This role is pivotal in promoting the scholarship programmes, enhancing recipient engagement, and creating a holistic experience that supports their professional and personal growth. The Senior Manager will oversee a variety of initiatives, including social media marketing, school outreach, scholarship engagement events and programmes aimed at broadening recipients' healthcare perspectives and foster valuable networking opportunities.

JOB RESPONSIBILITIES
Social Media Marketing:
- Lead the creation and implementation of social media campaigns across platforms (e.g. Instagram, Tik Tok and LinkedIn) to increase awareness, engagement, and participation in the healthcare scholarship programme.
- Collaborate with key stakeholders (including hospitals, healthcare partners, and content creators) to produce engaging videos, posts, and infographics that showcase the various clinical disciplines within the healthcare sector, promote the scholarship programmes, highlight success stories, and feature updates on scholarship recipient activities and achievements.
- Monitor and analyse engagement metrics (likes, shares, comments, click-through rates) to assess the effectiveness of social media campaigns and adjust strategies as needed.
- Develop and nurture strong relationships with schools and higher institutions of learning to promote the scholarship programmes and encourage eligible students to apply.
- Plan and execute on-campus events and outreach initiatives to raise awareness about the healthcare scholarships, providing clear and engaging information about the scholarship programmes and their benefits.
Engagement Activities:
- Lead the design and execution of all recipient engagement activities, including induction programmes, team-building activities, networking opportunities, dialogue sessions, and community-building events, ensuring a positive and supportive experience for all scholarship recipients.
- Provide leadership and direction to the team in managing scholarship cases, including addressing bond breaches, resolving complex issues and ensuring compliance with policies and protocols. Foster a high standard of professionalism, ensuring that team members handle all cases with care, confidentiality, and in accordance with established guidelines.
- Mentor and guide the scholarship team, fostering a collaborative, high-performance culture. Provide regular feedback, coaching, and development opportunities to help team members grow professionally and enhance their skills.
JOB REQUIREMENTS
Education Requirement(s):
Bachelor’s degree in Marketing, Communications, Human Resources or a related field. A Masters’ degree is preferred.
Key Qualities:
- Extensive experience in social media marketing and digital content creation, with a strong understanding of how to engage audiences and drive programme participation.
- Proven ability to manage, coordinate, and oversee multiple programs simultaneously, ensuring the seamless execution of key activities and alignment with organisational objectives.
- Strong critical thinking skills with the ability to connect the dots across various scholarship programme functions. Able to anticipate challenges, identify opportunities and develop innovative solutions that support the overall organisational goals.
- Strong leadership skills with a proven track record of leading diverse teams.
- Exceptional interpersonal and communication skills, both written and verbal, with the ability to build and maintain strong relationships with a broad range of stakeholders, including internal teams, scholarship recipients and external partners.
- Demonstrated ability to make strategic decisions in complex situations, particularly in scholarship case management, balancing policy requirements with the needs of recipients to ensure timely and fair resolutions.
- Strong adaptability and change management skills, with the ability to navigate and lead through change, ensuring team alignment and effective execution in fast-paced, evolving environments.
Years of Experience Required:
- A minimum of 10 years of experience in marketing, communications, or community engagement, with a proven track record of success in fast-paced, evolving industries (such as healthcare, education, or similar sectors).
