What the role is:
As Senior Manager / Manager, Strategic Planning in the Strategic Planning Division (SPD), you will support the Director and Deputy Director SPD in the development of our strategic planning approach and organisational strategy; and implement the organisational strategy to achieve its mission and outcomes. You will support senior management in setting organisational goals and priorities, including setting processes, optimising resources, and measuring the organisation’s performance to achieve desired goals. The job holder is required to work closely with multiple internal and external stakeholders to ensure alignment of the organisation’s direction and intent.
What you will be working on
Your key responsibilities include the following:
- Support the development and implementation of comprehensive organisational strategies aligned with the CDA's mission, vision, and strategic objectives.
- Contribute to the agency's strategic planning process, ensuring alignment of organisational development initiatives with overall strategic objectives.
- Collaborate with senior leadership to define strategic priorities and initiatives and establish Measurements of Success to measure progress.
- Drive the development of actionable plans to achieve strategic objectives and monitor progress towards goals.
- Provide strategic guidance and support to division leads in aligning their initiatives with the overall organisational strategy.
- Oversee the development and maintenance of a robust performance management framework to track and report on strategic initiatives.
- Involve the Board of Directors to leverage board expertise and provide governance for Risk, Finance, and Human Resources.
- Stay abreast of industry trends, best practices, and emerging technologies to inform strategic decision-making.
What we are looking for
Job Requirements
- Bachelor's degree in business administration, management, or a related field. Tertiary qualification in public health would be appreciated.
- 3-5 years in strategic planning, organisational strategy, or a related field.
- Strong analytical and problem-solving skills, with the ability to translate data and insights into actionable strategies.
- Demonstrated experience in working with cross-functional teams and driving change management initiatives.
- Proficiency in strategic planning tools and methodologies.
- Familiarity with performance management and measurement techniques.
- Excellent communication and interpersonal skills, with the ability to influence and collaborate with stakeholders at all levels.
- Prior experience working with the Board of Directors would be preferred.
Note: Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 2-year contract in the first instance and may be considered for placement on a permanent tenure or subsequent contract renewal.
About Communicable Diseases Agency
The Communicable Diseases Agency (CDA) was established in 2025 as a statutory board under Singapore's Ministry of Health (MOH) to serve as the central authority for public health policymaking to manage and control the threat of communicable diseases. This is aimed at strengthening Singapore's public health capabilities built during the COVID-19 response to ensure a unified command and coordinated approach across all situations, from routine disease control to future outbreaks. CDA safeguards the nation from communicable diseases through disease surveillance, outbreak investigations, vaccination programs, public education, and global health collaboration. Beyond domestic activities, the CDA aims to expand Singapore’s global outreach and foster collaboration with international partners.
