Job description

What the role is:

As a broad-based grantmaker, Tote Board strives to achieve its vision of “A Caring and Resilient Singapore” by providing grants to support projects that encourage healthy lives and well-being, create empowered communities, foster a cohesive and resilient society and make Singapore a sustainable and liveable home.

As a member of the Planning & Performance Department within the Grants Division, the role contributes to the development, refinement, and implementation of Tote Board's grant-related strategies, policies and frameworks. It ensures their alignment with organisational outcomes and governance standards, while supporting Tote Board’s mission to create meaningful social change through impact giving.

What you will be working on:

  • Develop and review grantmaking strategies, policies and frameworks to ensure alignment with organisational objectives. This entails conducting comprehensive environmental scans and research, and gathering stakeholder input, coupled with data analysis to shape effective grantmaking approaches.

  • Evaluate the impact of existing strategies and policies, identify areas for improvement, and recommend adjustments to enhance the effectiveness of grantmaking strategies and policies. This includes developing and reviewing performance metrics and reporting mechanisms to track progress against goals and objectives.

  • Serve as Secretariat to the Grant Committee (GC), and execute duties such as managing GC appointments, reappointments and retirements, reviewing and updating GC Terms of Reference, preparing meeting logistics and materials, taking minutes, and coordinating all GC-related administrative matters and documentation, including developing and reviewing GC-related Standard Operating Procedures (SOPs) or work instructions.

  • Design and maintain a knowledge repository to facilitate individual and team learning for Grants Division, and provide support for effective records and knowledge management practices.

  • Develop and coordinate division-wide strategic planning and corporate-related matters, to ensure alignment with corporate focus and across departments within the Grants Division.

  • Any other tasks/projects as assigned.


What we are looking for:

Requirements

  • Minimum two years of relevant working experience in strategy, planning, policy, research and/or governance roles, preferably in the public sector or in the grantmaking space

  • Exhibit ability to understand priorities, challenges, key policy trade-offs and stakeholder interests within domain and stay updated on key shifts and trends in the grantmaking space

  • Be able to drive and conduct research, analyse data and information, distil key insights, and translate them into practical solutions

  • Demonstrate proficiency in the following skills:

    • Conceptual and synthesis skills

    • Critical thinking and analytical skills

    • Planning and organisational skills

    • Communications and stakeholder engagement and management skills, with the ability to engage effectively at all levels of senior management and staff

    • Project and events management skills

Note: This is a fixed 1-year term contract position.
