Senior Manager / Manager / Assistant Manager (Industry Policy), Innovation Ecosystem Development, Innovation & Enterprise

A*STAR's Innovation & Enterprise Group (I&E) comprises several units working together with researchers and industry to innovate, develop, transfer, and commercialize technology. I&E actively engages companies, both local and foreign enterprises, to deliver economic value for Singapore, including enhancing their technology portfolio through research collaborations, licensing or other forms of Public-Private Partnerships.

The Innovation Ecosystem Development Unit ensures that the industry engagement and business development activities run smoothly on a daily basis. It does this by ensuring that the right systems, processes and policies are in place for I&E to manage key accounts, drive collaboration efforts with companies, and monitor progress and key deliverables. Furthermore, the Unit provides operational and advisory support to industry clusters on matters relating to contracts, agreements and grants. The Unit also leads strategic initiatives and special programs that value-add to the work that the I&E and research institutes (RIs) do in achieving tangible economic outcomes for Singapore. The unit is the "SWAT Team" for I&E, or otherwise described as the "pumping heart" for I&E Group.

The role and responsibility of the Senior Manager / Manager / Assistant Manager (Industry Policy) include the following:

• Main point of contact (POC) for policies, procedures and guidelines related to Industry Alignment Fund (IAF) and other queries on industry-focused translational research and innovation funding, e.g. IAF-PP, IAF-ICP and/or Gap funding
• Support I&E Leadership in developing, communicating and executing policies, procedures and guidelines that deliver industry outcomes from R&D and innovation
• Effective communication of I&E's initiatives, policies, procedures and guidelines to relevant parties involved in innovation and industry engagement, as I&E adapts and maintains relevance as changes occur in the operating environment
• Support I&E Leadership to identify and address gaps in policies, procedures and guidelines related to business development and operational needs of industry-focused translational research and innovation activities; and roll out appropriate interventions where needed
• Build excellence in business development and company engagements through the development, refinement and implementation of best practices including policies, procedures and guidelines, within A*STAR and through working with other stakeholders
• Build close working relationships and networks with stakeholders, both internal and external
• Other ad-hoc, operational and strategic duties, when assigned
  

Requirements:

• Good tertiary degree
• For Manager / Senior Manager roles, at least 2 years of experience in policy, planning and/or governance roles
• Experience and/or keen interest in governance and policy for application to industry-focused operational and economic outcomes, is an added advantage.
• Experience with translational research and innovation, whether in academia or industry, is an added advantage
• Demonstrated track record of being a self-starter who is resourceful and independent, delivering results as part of a team, with minimal supervision
• Demonstrated track record of having strong problem solving, analytical and systems-level thinking abilities
• Demonstrate ability to analyze topics, situations, and context; and make recommendations
• Effective communication skills, whether written, verbal or in person, are needed to succeed
• Demonstrated time management skills, and ability to prioritize differing needs to deliver results, while being meticulous and organized
