The incumbent will lead and guide a team of HR practitioners, ensuring the smooth delivery of HR initiatives, programmes, and services in support of the HR Department's goals and the Foundation's strategic thrusts and priorities.
He/She will be responsible for performing the role of strategic business partner to the Foundation's core business units and secretariat to the Board's HR Committee. He/She will plan, review, and implement HR policies in areas of Talent Management, Organisation Development, Performance Management, Remuneration, Staff Welfare, and Retention, and be actively involved in workforce/manpower planning and management reviews, staff communication, and engagement. Key responsibilities include the following:
Business Partnering and Advisory
- Advice and provide guidance on all HR matters including HR policies and services queries.
- Work with line management on manpower planning and management matters, conducting annual and mid-term reviews of manpower needs to achieve optimal manpower levels.
- Guide line managers to take charge of their manpower matters, facilitating the interviewing and selection of the right candidates.
- Lead and empower stakeholders on change management, planning and organizing engagement and communication sessions with stakeholders to implement new or revised HR policies & programmes.
Functional Expert and Professional Services
- Perform the HR Head role and partner with HODs and the Management team to conduct strategic manpower reviews in support of the Foundation's capacity and capability building plans.
- Develop and review compensation and benefits programmes, including the annual employee remuneration plan.
- Propose and recommend to management and Board committees for the implementation of government-initiated manpower-related initiatives (e.g. sector-wide salary benchmarking and adjustment exercise).
- Plan and manage the annual performance management process and review, talent management review, and promotions (main and off-cycle) exercises.
- Conduct an annual review of HR policies, systems, and processes, ensuring the HR Manual is approved by the relevant authority, updated, and cascaded organization-wide.
- Lead and supervise a team of HR practitioners.
- Provide oversight and ensure the smooth operation of HR services throughout the employee journey (from onboarding to offboarding) in the organization.
- Guide the team to conduct the annual exercises including employee insurance renewal, performance appraisal, and annual declaration.
- Provide oversight to the payroll function and ensure timely payroll processing on a monthly basis.
- Build the team's professional capability in developing and operationalizing HR programmes to support foundational-wide talent management efforts.
- Lead the HR department's annual budget exercise and ensure manpower budgets are timely prepared with appropriate analysis and aligned with foundational-level strategies.
Committee and Project Involvement
- Perform the secretariat role to the Board's HR Committee (HRC).
- Represent HR in the Management Committee.
- Act as a resource person to the Staff Wellness Club.
Job Requirements:
- Degree in Human Resource, Business Management, Psychology, or equivalent.
- Minimum 8 years of relevant work experience, preferably 3 - 5 years in an HR Managerial position with experience working with senior management level stakeholders.
- Experience in the public or healthcare sector will be an added advantage.
- Strong business acumen.
- Good planning and organizing skills.
- Meticulous and good analytical skills.
- Self-motivated, resourceful, and possess good communication & interpersonal skills.
- Team player with a positive attitude.
