Job description

The Population Health Campus (PHC) drives and supports the strategic development and implementation of the Population Health Transformation of the National Health Group (NHG), in synchronisation with national population health strategies and key programmes such as Healthier SG and Age Well SG. Through its three missions of Population Health, Community Care, Primary Care, PHC transforms and scales up the preventive care system and aged care system, in close collaboration with the transformation of the acute care system, to meet the grand challenge of Adding 15M Years of Healthy Life for our residents in Central and North.

1. Oversee Human Resource Management Function for Assigned Teams:

a. Assist in planning and directing departmental operations in assigned teams who are partners to assigned Business Unit/s.

b. Track and monitor HR KPIs / work plan so as to develop and implement effective HR plans and programs promptly to address key issues and gaps.

c. Partner key internal stakeholders to develop strategic HR initiatives – manpower planning, employee relations, performance management.

2. Recruitment & Retention:

a. Drive recruitment strategies and build future pipelines for assigned Business units.

b. Retain staff and talents through various retention strategies and rewards and recognition.

c. Perform and analyse exit interview feedback for the cause of staff discontentment, recommend appropriate actions

d. Work with key stakeholders in reviewing employee performance to identify talents for the purpose of succession planning.

3. Employee Relations & Engagement:

a. Play an active role in formulating and implementing key HR initiatives to make NHGP an engaging workplace.

b. Work collaboratively and foster positive relations with union to address staff disciplinary / employee relation issues.

c. Guide and support business partners on complex disciplinary/grievance and HR issues.

4. Policies & Processes:

a. Review and ensure policies, practices and procedures are up to date, relevant and compliant to government regulations.

b. Ensure consistent application of policies and procedures, advise and educate HODs and staff in human resource policies, procedures and processes. Ensure timely communication such that staff are up to date with changes to policies.

5. Compensation & Benefits:

a. Maintain an effective compensation and reward system through periodic review and benchmarks.

b. Manage the rollout of NHG compensation & benefit programs at the site level.

c. Review of benefits programs with employees’ well-being in mind.

6. Performance Management:

a. Guide managers on performance management issues and processes, and ensure that the process is transparent, clear and consistent.

b. Identify critical people for succession planning.

7. Staff Development:

a. Lead, manage and motivate team to deliver comprehensive HR services to designated business units.

b. Guide and coach HR team to be proficient HR partners, with the ability to provide tactical HR solutions and translate plans/strategies into appropriate HR actions.

Requirements:

1. Bachelor degree, preferably in Human Resource Management

2. Minimum 8 years of HRM experience of which 3 years are in a managerial capacity.

3. Good knowledge of best practices

4. Analytical, objective and able to make good judgment

5. Results, customer and people oriented

6. Able to develop and maintain highly effective relationships, externally and internally.

7. Strong verbal and written communication

8. Strong passion and drive
