Senior Executive, Financial Planning and Analysis(7762)

The incumbent will provide Finance Support to the NUHS Corporate Finance Office. This would require the personnel to establish a good understanding and knowledge of the existing processes, a strong background of healthcare processes and systems and have knowledge and skills of data analytics will be an added advantage. In analysis, both qualitative and quantitative techniques are applied to turn data into insights and recommend actionable for implementation.

You are required to:

Provide support for NUHS Corporate Office accounting and operations services

• Support the review and reporting of the monthly and year-end financial closing reports, timely reporting of the management report, review and management of audit reports, bankers and other statutory boards.
• Be able to articulate and provide regular updates to management key financial highlights / results.
• Work closely with Finance Shared Service team to review finance, accounting and statutory reporting, including audit, GST, corporate tax and annual filing.
• Overall in charge of Capital Expenditures (CAPEX) and the timely reporting of analysis. This also includes the tracking utilization of CAPEX for management reporting and manages unbudgeted CAPEX requests and other requests from the Corporate Offices.
• Overall in-charge for Manpower reporting requests and analysis based on HR’s FTE submissions.
• Manages the accounts receivables for the recovery billings to institutions to ensure prompt billings for allocated OPEX/CAPEX recharges.
• Manages the true-up of management fees, manpower recharges and non-manpower recharges as well as handling of NUHS donation funds aspect.

Be the key Finance Business Partner to Corporate Office Head of Departments

• Supporting the Corporate Offices in their annual budget planning, regular budget forecast reporting and updates required for management decision. As part of the budget planning, the incumbent would provide financial analysis and support the decision on budget sustainability.
• Be a key financial resource and business partner – able to provide sound financial and operational advice to internal and external stakeholders.
• Provide financial simulation and analysis on cost optimization on spends and work closely with institutions on recharges mechanism.

Provide support for process simplification and automation

• Streamline and propose opportunities for process automation for the working files.
• Implement process improvements recommendations to meet business and operational needs.

Others

• Able to work well with multi stakeholders internally and externally.
• Ability to structure, simplify and improve processes within a dynamic environment.
• Participate in ad-hoc projects/tasks assigned by the Reporting Officer and Head of Department.

Requirements

• Possess a Bachelor of Accountancy degree or the equivalent
• At least 4 years of relevant working experience
• Proficient in SAP and Microsoft Office suite, especially proficiency in Microsoft Excel and PowerPoint presentation
• Relevant experience in GST and corporate tax
• Organized, detail-oriented and able to work independently
• Good verbal communication and presentation skills
• Exhibits high degree of initiative and independence: Demonstrates the ability to acquire and develop in depth knowledge require for to function effectively and proficiently. Inquisitive, meticulous and possess good logical, analytical and process flow skills
• Working experience in finance and operational analytics and comfortable to handle large data sets
• Good quantitative skills and data literacy; proficient in Microsoft Excel Macro and VBA is mandatory
• Proficient in R programming & data visualization tool (e.g. Tableau) will be advantageous
