Job Purpose
The purpose of the Senior Executive/Assistant Manager (Project Management) role is to ensure the seamless and efficient execution of fieldwork operations critical to IPS' research projects. This position exists to manage and support a team of field interviewers/researchers, coordinate field logistics, and maintain high standards of data quality and ethical compliance. By overseeing all aspects of a survey project from field activities to resolving operational challenges, the role enables IPS to collect reliable, high-quality data that underpins impactful social research, contributing valuable insights to policy and society.
Job Description
Core Responsibilities:
- Stakeholder Management: Working with internal and external stakeholders which includes various ministries in Singapore to ensure project success.
- Project Management: Ensuring that project timelines and deadlines are met.
- Fieldwork Operations Management: Oversee and coordinate fieldwork activities, ensuring timely and efficient completion of data collection in accordance with project timelines and goals.
- Field Interviewer Supervision: Recruit and manage field interviewers by providing guidance, ensuring adherence to research protocols, and monitoring performance. Conduct training sessions on survey techniques, ethical standards, and field protocols.
- Field Logistics Coordination: Plan and organize fieldwork schedules, manage logistics (e.g., transportation, equipment), and address on-the-ground challenges to support field staff in data collection activities.
- Quality Control and Data Verification: Implement and oversee quality control measures for data collection, conducting checks on completed surveys and ensuring adherence to data integrity standards.
- Participant Recruitment: Work with the research team to define participant recruitment strategies, coordinate with field staff for outreach, and ensure participant engagement and study compliance.
- Communication and Reporting: Provide regular updates to project supervisors on fieldwork progress, operational challenges, and team performance. Contribute to project reports and presentations with field-related insights.
- Documentation and Record Keeping: Maintain comprehensive records of field activities, including daily reports, survey completion rates, and incident logs. Identify and document best practices to improve future field operations.
- Training and Capacity Building: Participate in training sessions related to research protocols, data collection techniques, and survey implementation to enhance fieldwork skills and knowledge, including training of field interviewers.
- Administrative Tasks: Handle other administrative duties as assigned to support fieldwork operations and general project requirements.
Qualifications
To be considered for this role, you should fulfil the following criteria at a minimum:
- Be a Singapore Citizen (owing to the nature of IPS' workstreams).
- Minimum Degree holder, preferably with experience in projects commissioned by the public sector.
- Demonstrated experience in managing or coordinating fieldwork operations, preferably within a research or survey environment.
- Strong leadership skills and experience supervising and training field staff.
- Excellent organizational and time-management abilities, capable of handling multiple projects and meeting deadlines.
- Strong interpersonal and communication skills, with the ability to effectively engage field teams and build rapport with diverse participant groups.
- Proficiency in using technology for data collection and management (e.g., mobile devices, tablets, survey software).
- Experience with data collection, questionnaire design and/or statistical software (e.g., SPSS DimensionNet, web programming languages, advanced Excel, VBA) is an advantage.
