Job description

What the role is:

The job holder handles the spectrum of activities related to recruitment and in-service appointments across MHA. He/She supports the hiring team in implementing overall strategic plans and ensuring process efficiency to meet key performance indicators (KPIs) and service standards.

  1. Support Hiring teams and work closely with HTDs and relevant stakeholders to meet the KPIs and service standards of more complicated hiring operations and enable HTDs to secure desired HUS/HAS/CIV talent quickly (e.g. mid-career, civilian hiring, Appointment to Higher Grade etc.)
  2. Support process reviews to streamline, harmonise and digitalise processes across Home Team for greater efficiency and consistent service experience.
  3. Escalate and communicate issues to management as appropriate.

What you will be working on:

  1. Process candidates end-to-end according to agreed KPI timelines together with HR Management Group (HRMG) for more complicated schemes/vacancies (e.g. mid-career, civilian hiring, Appointment to Higher grade etc.). Specific tasks include the following: shortlisting of candidates for HTDs, coordinating interview and assessment scheduling, collation of supporting documents and data.
  2. Put up submission to respective Approving Authorities for appointment of Regulars/Civilians, including deviation cases, Transfers, Re-appointments, etc.
  3. Manage exceptional handling cases e.g. medical screening cases that require further checks, medical screening process etc.
  4. Track status of cases and provide reasons for cases that do not meet KPIs, including diagnosis of issues and suggestions for improvement to management.
  5. Manage the expectations and timelines of relevant stakeholders in the cross-cutting hiring process whenever there are changes or issues, including organising regular discussions etc. (e.g. enhancements to appointment submission staffing process).
  6. Support and implement process enhancements (e.g. changes to documents to be collected from candidates).
  7. Anticipate potential roadblocks that may impact hiring processing and surface to relevant stakeholders and management as required (e.g. surge in hiring demand that may lead to downstream lack of medical screening and interview slots).

  • Meticulous and independent worker who can carry out the job responsibilities with minimal supervision.
  • A team player with excellent interpersonal skills to engage, negotiate, and establish rapport with internal teams and other stakeholders to achieve goals and objectives.
  • Strong critical thinking and analytical capability, writing and problem-solving skills with attention to details.
  • Comfortable with data and new technologies. Proficiency in Microsoft Office Excel would be an advantage.
