Job description

What the role is:

What you will be working on:

As a technology leader at MOT HQ, you will drive (a) the development of coherent technology capability master plans, (b) technology investment, (c) capability development and implementation roadmaps; and (d) governance to achieve MOT’s capability development objectives, across the transport domains. The technology areas include C3, digitalisation, artificial intelligence/machine learning and autonomous systems. In this role, you will carry out the following:
  1. Capability Development process & governance:
    1. Orchestrate technology masterplanning across MOT Family for cross-cutting technologies such as Autonomous Vehicles and Drones, as well as next bound transport technologies.
    2. Steer the AI & digitalisation effort within MOT Family, analyse performance with respect to the digital KPIs and formulate action plans for update to MOT leadership.
    3. Enhance capdev capacity & governance domain. This requires facilitating linkages between MOT Family and other Whole-of-Government (WOG) agencies to tap on their expertise and industry networks and sharing of insights and best practices from our capability development experiences across MOT Family. Where necessary, prescribe guidelines for consistent and safe practices for MOT Technology Steering Committee’s approval.
    4. Provide independent assessment to MOT leadership on project proposals and funding requests for land transport capability development.
    5. Work with MOT agencies to review and streamline Capdev AOR approval and governance process for greater effectiveness and efficiency.
    6. Raise the level of systems architecting know-how of MOT and her SBs through collaboration with other government technical agencies.
    7. Identify and synergise across the various lines of operations, interoperability needs and gaps, leverage technology to meet the overall transport strategic plans and provision for future growth where applicable.
  2. RIE process & governance:
    1. Drive technology investment, particularly in steering R&D masterplanning across MOT family for impactful projects and successful translation to operational capabilities to sharpen competitive edge and deliver strategic outcomes, while synergizing with national efforts and international collaboration.
    2. Work with WoG agencies and MOT Family to review and streamline RIE governance process for greater effectiveness and efficiency.
  3. Tech Security:
    1. Formulate technology acquisition and technology security policies to mitigate risks in supplier concentration and collaboration with sensitive entities.
    2. Establish guidelines/directives on data sharing when required.

What we are looking for:

Professional Qualifications and Experience
  • At least 8-10 years of working experience in systems integration, systems engineering or related fields.
  • Proven ability or experience in managing large-scale, complex and multidisciplinary projects.
  • Preferably prior experience in systems architecting, master planning and tech policies.
  • Prior work experiences in government tech agencies will be an advantage.
Skills And Knowledge
  • Wide breadth of knowledge across technical domains.
  • Strong management and analytical skills.
  • Communicates well with strong inter-personal skills.
  • Ability to manage conflicts and expectations amongst various stakeholders to arrive at win-win situations.
