Job description

Reports to

  • General Manager, Singapore
  • Line reporting to General Manager SHS Qube Ports

Position based in

  • 1A International Business Park.

Specific Responsibilities

  • Provides SHS leadership, training and operational support to all levels of the organization and across all functional groups.
  • Develop the SHS Strategic Plan. Develop health and safety procedures for all areas of the company. Enforce occupational health and safety standards in accordance with federal, state, and international regulations.
  • Strategic management of divisional SHS risks.
  • Establish and maintain the SHSMS.
  • Establish and maintain the environmental management aspects of the SHSMS.
  • Report to key stakeholders on SHS and environmental performance and activities of the organization.
  • Support the Site Manager / Operations Manager in operational safety issues as described in the Safety, Health & Sustainability Management System (SHSMS).
  • Ensure continuing compliance with ISO Certifications of the IMS. Ensure site is compliant with regulatory requirements with current working knowledge of all applicable regulations.
  • Support the business in assessing and addressing legal compliance aspects of operations and projects.
  • Oversee all aspects of incident investigation and reporting including verifying root cause and ensuring the implementation of corrective and preventative actions.
  • Ensure emergency response systems, policies and procedures are followed and updated to manage emergency situations. Establish emergency preparedness plans to ensure that the company can continue operations in the event of an emergency.
  • Liaise with clients on SHS matters and ensure compliance with agreed operational SHS requirements.
  • Track company sustainability, health and safety metrics and use the data to identify and reduce risk while maximizing opportunities aligned.
  • Conduct safety audits and inspections to identify potential hazards and create plans to eliminate them. Conduct accident investigations when accidents occur to determine their causes. Maintain records of accidents and injuries to track trends and improve safety measures.
  • Develop and implement inspection policies and procedures and a schedule of routine inspections to identify safety and health risks.
  • Ensure that all safety equipment is in good working condition and available for use by all employees.
  • Organize and maintain records of internal and external safety training as required for Qube and BOMC staff.
  • Contribute to establishing and monitoring targets and programs.
  • Contribute to the development and management of safety incentive programs.
  • Ensure appropriate medical, health, fatigue, drug and alcohol programs are reviewed and maintained.
  • Experience in Indonesia is a plus.
  • Other duties and projects as assigned.

Specific Responsibilities – Zero Harm Safety:

  • Identify, assess and report all known and identified hazards and incidents in the workplace.
  • Implement effective risk controls utilizing the Job Safety Analysis process.
  • Participate in the monitoring, review and evaluation of implemented risk controls.
  • Stop the task where there is an imminent risk beyond the acceptable tolerance of the guidelines in the risk evaluation matrix.
  • Adhere to the requirements of the Safety Health & Environmental Management System procedures and protocols at all times.
  • Identify and escalate opportunities for improvement.

Avoid taking unjustifiable risks

  • Ensure that all work is supported by a risk assessment, Safe Work Method Statement or JSA.
  • Identify, assess and report all known and newly identified hazards and incidents in the workplace.
  • Implement effective risk controls.
  • Manage the monitoring, review and evaluation of implemented risk controls for all operations.

Avoid causing harm

  • Actively promote a culture that does not engage in bullying or harassment in the workplace.
  • Engage in safe work practices.
  • Treat fellow employees, contractors, clients and the public with respect.

Be prepared to work safely

  • Report to duty in a fit state, free of fatigue and the influence of alcohol and other drugs.
  • Wear required PPE and operate plant and equipment safely.
  • Participate in consultation activities regarding matters affecting your health, safety and welfare.
  • Participate in safety training and maintain your safety-related competencies.
  • Engage in work only when in possession of required and current Certificates of Competencies.

Qualifications and Experience

  • Minimum of 10 years in HSE roles including extensive management exposure within large scale construction, fabrication, port services and marine operations.
  • Bachelor’s degree, accredited courses and/or certificates in Environmental Management, and Occupational Health and Safety Management. Certified as Health and Safety Officer SMK3 by Kemnakertrans or BNSP is a plus. Experience as ISO45001:2018 and ISO14000:2015 Lead Auditor/Auditor. Certified NEBOSH IGC certified will be an advantage is a plus.
  • Tertiary qualifications in Warehousing, Logistics, Business or related discipline highly regarded.
  • Sound knowledge of Oil and Gas and Marine industry practices.
  • Sound knowledge of warehousing and distribution best practices and management systems.
  • Experience in achieving results through Quality Management and Continuous Improvement.
  • Experience in the implementation and ongoing management of quality systems and procedures.
  • Proven problem solving ability with a solutions orientation.
  • Strong interpersonal skills and the ability to communicate with a variety of people.
  • Advanced skills using Microsoft Office, Excel and PowerPoint.
  • Ability to work autonomously using a proactive approach to task resolution.
  • Ability to be flexible and adaptable to work in a demanding environment.
  • Ability to work well within a diverse team environment.
