Perform all roles and responsibilities required of site supervisors under the Building Control Act, regardless whether their names are stated in the form BEV_B1;
Ensure that all the civil & structural and M&E works are constructed in accordance with drawings and specifications and the Building Control Act and Regulations;
Lead the RTOs to monitor, supervise and inspect works as directed by CAG, the project consultants, QPs and/or SRE;
Supervise concreting, pavement, drainage construction works (applicable for C&S);
Carry out checks on compaction and curing of concrete (applicable for C&S);
Carry out checks on striking of formwork, re-props and removal of props (applicable for C&S);
Carry out checks on quality & erection of precast components (applicable for C&S);
Check on structural steel works (applicable for C&S);
Check and assess temporary works and ERSS by the contractors to ensure that the C&S, M&E and building works are safe and in compliance with all relevant regulations;
Carry out coordination of all services, help resolve contractors’ queries and provide feedback on site issues, discrepancies and irregularities to QP(S), project consultants and/or CAG;
Review contractor’s submissions (shop drawings, method statements, risk assessment, test plans, soil sample test results, test cube results, DSM core results etc), and report any non-compliance with the Contract and authority’s requirements to CAG, the project consultants and/or QP(S);
Ensure CAG emergency preparedness protocols are adhered to by the contractors during trial runs or actual emergencies;
Attend site, progress, variation and coordination meetings and keep proper minutes of these meetings. Follow up and report to QP(S), QP(D) and CAG within two (2) days for site issues raised during the meetings;
Attend QAQC meetings, monitor and check on quality on all works and materials on site; take measures to rectify any non-compliance and report of any materials that are not conforming to the Specifications;
Facilitate the timely taking over of site parcels to be handed over by other contractors and highlight any issues that will delay the progress of the works;
Take and carry out instructions from and represent the QP(S), QP(D) and CAG on site;
Review all drawings (including shop drawings, construction drawings) and method statements and risk assessments to ensure that works are carried out in accordance with the approved plans for discrepancies and report to the Superintending Officer / Contractor / QPs, including checking of as-built drawings and Operation & Maintenance Manual submitted by the contractors and ensuring that the required construction tests associated with the construction works are carried out where necessary;
Coordinate and compile the As-Built information for record purposes timely;
Monitor the quality and progress of defects rectification works when necessary;
Ensure that daily records of all civil and structural engineering works including records of tests, defect rectification, inspections, work progress, material and equipment on site, safety, site diary, labour force, day works, provisional items or provisional quantities etc, are updated in a timely manner and properly kept;
Keep accurate records of variations as instructed or approved and maintain a set of updated drawings on site;
Together with the safety team, provide overview of WSH and aerodrome safety management systems and risk analyses and implementation of safe working practices on site, provide safety oversight and ensure main contractors and their sub contractors adhere to the approved safe work procedures for the works and all relevant CAG and regulatory safety requirements; ensure mitigation controls in updated risk registers (Programme/Aerodrome/DfS) are duly implemented on site;
Liaise with all relevant authorities;
Adhere to the shift duty roster assigned;
Undertake any other duties including administrative tasks related to the project as and when instructed by the SRE, Consultants or CAG.
Qualification:
Minimum four (4) years of relevant experience as a civil & structural engineer, of which at least 3 years shall be in supervision of works in projects similar in size and complexity; in particular deep excavation and foundation, cut and cover tunnel works and building works;
Possess a civil and structural engineering degree recognised by the Professional Engineers Board of Singapore;
Accredited with the Joint Accreditation Committee of the Institution of Engineers Singapore and the Association of Consulting Engineers Singapore;
Lead C&S and/or geotechnical site staff to monitor, supervise and inspect works as directed by CAG, QP(S), SRE, the project consultants and FUI owners. Must possess good leadership qualities, organisational and inter-personal skills;
Conversant with statutory code and requirements for site supervision, quality control procedures, construction administration and submission of progress report;
