Situated in the heart of Singapore's Central Business District, Rakuten Asia Pte. Ltd. is Rakuten's Asia Regional headquarters. Through advertisement product development, product strategy, and data management, among others, Rakuten Asia is strengthening Rakuten Group's core competencies to take the lead in an increasingly digitalized world.

Part of the Global Talent Management and Inclusion team (GTMI) working closely with the Global, Regional and Local HR teams and the wider talent management and development community, this position will report to the Global Talent Management Director and the APAC Senior Talent Manager by designing, developing, and implementing talent management plans and processes and tools across business units in the APAC region e.g. performance management, individual development planning, onboarding, career planning, succession planning and employee engagement etc.

Responsibilities:

Leading the One Rakuten Integration for Talent Management

  1. Deploy, leverage, and communicate Global Talent Management programs and tools across the region.
  2. Support the development of the region’s Talent Management strategy, understand the business needs across the regions, highlight best practices, and build robust programs to create real business value from the investment including performance management, individual development planning, mentoring, career planning and succession planning in Workday.
  3. Work closely with regional/local HR teams, share GTMI updates during periodic calls.
  4. Support other projects linked to employee engagement, including the Organizational Health Survey and other feedback surveys in Qualtrics tool.
  5. Identify latest trends and share best practice knowledge within the local/regional HR teams.
  6. Support and implement global initiatives to ensure one direction across Rakuten for Talent Management and other GTMI programs.
  7. Support the businesses in APAC in implementing Talent Review & Succession Planning efforts to build a strong leadership pipeline.

Invest in quality/operational excellence

  1. Maintain and expand the regional talent management programs.
  2. Review talent rotation programs to ensure a smooth experience for participants and achievement of program objectives.
  3. Review and manage new starter onboarding content to ensure that it's updated and impactful.
  4. Analyze Talent Management program feedback, data and ROI to adjust content/program where needed, and look for innovative best practices to improve the learner experience and outcomes.
  5. Provide consultancy guidance to APAC BU HR teams for all Talent Management topics (i.e. Performance Cycle, employee engagement surveys, entry/exit surveys, skills assessments, local talent policies, coaching, mentoring, Talent Review And Succession Planning).

Deliver, Track and Communicate Global Performance Management cycles:

  1. Create/drive a communications/training plan to promote understanding of the Talent Management programs (Objective Setting, Mid-Year Reviews, Year-End reviews) that’s aligned with global timelines.
  2. Drive Performance Management module implementation in APAC in collaboration with the Global team and HRBP’s. This includes process design, communication with local/regional/global stakeholders, training and close monitoring of process compliance.
  3. Continue participation in the design discussions and testing. Devise a communication plan and customize communication messages for APAC BUs, and if need be – train on the process. Be the central point of reference and support for APAC HR BPs.
  4. Support and track performance management cycle with learning offerings per stage (e.g. objective setting, how to give feedback, how to develop employees) provided by our online and offline learning partners.
  5. Work with Talent Development team to build global and locally relevant content, provide globally consistent material to HRBP’s to follow-up performance management cycle with personal improvement plans and any new tools as they come available.

Requirements:

  • 5 years of experience designing and executing Talent Management programs for large, diverse organizations.
  • Functional expertise in program design, benchmarking, creating and facilitating leadership, learning, career development and/or other related OD processes, within a complex, matrix organization.
  • Strong experience in delivering global projects and working with partners/stakeholders across diverse cultural backgrounds.
  • Practical knowledge of best practices for leveraging technology-based solutions (e.g. WorkDay, LMS, etc.) for Talent Management/Development topics.
  • Bachelor’s degree or equivalent required, post grad qualification is desirable.
  • Strong analytical, verbal and written communication skills, preferably using Microsoft Word, Excel, and PowerPoint.
  • Highly collaborative style with excellent stakeholder engagement, project management and implementation skills to ensure successful adoption of programmes.
  • Demonstrable planning and tactical implementation experience, ideally evidence of innovative approach.
  • Relevant Tech sector experience and/or Workday knowledge would be a distinct advantage.
