Our client is a leading player in the Education sector. Reporting to the Regional HRD SEA, the headcount in SEA is over 1,000 employees. This is an individual contributor role that might lead to a leadership role in the future.
Job Purpose
The Regional HR Operations Manager - SEA is responsible for supporting all people-related matters and day-to-day implementation of HR initiatives and policies at an operational level in order to achieve a high-performance and high-engagement organization.
The role will work closely with the Region HRD SEA and the HR teams in both Country and Global offices to develop and deliver work programs and initiatives aiming to provide our people with the best employment experience.
- Manage full spectrum of HRIS & C&B operations, policy & compliance and lead HR projects and new initiatives across 7 SEA markets.
- Provide hands-on advice and be the HR-solution provider to business leaders and managers at country and regional levels, on the full range of employment-related matters, e.g., performance management, compensation & benefits, people data and reporting, employee relations, and policy & compliance.
- Lead and facilitate the Annual Performance Remuneration review process by collaborating closely with the business and PX leaders at country, regional, and global levels.
- Manage and maintain employee-related data including onboarding, compensation, benefits, and performance management in the HRIS, SuccessFactors.
- Implement and update people policies to ensure regulatory compliance and provide guidance on local employment legislation across the region.
- Collaborate with the Country and Global HR teams to implement new projects and initiatives to improve and enhance employee experiences.
Key Responsibilities
Compensation & Benefits
- Lead and facilitate the annual performance remuneration and bonus review process by working closely with multiple stakeholders including Regional HR Director, Country HR, Regional and Country Leadership teams, and Global HQ through effective collaboration.
- Oversee Singapore’s payroll data preparation and coordinate with the Finance department to ensure pay is made to employees correctly and on time.
- Manage the administration and monitoring of benefits programs such as provident fund, life, medical, dental insurance, pension plans, and leave entitlements.
- Ensure HR and C&B documents and processes that are accessible by employees are updated and correct.
- Collaborate with Finance department in checking information and liaising with relevant authorities for Social Security and tax purposes.
- Support the Regional HR Director and provide advice to management and business leaders on compensation and benefits and broader HR issues where required.
People Systems, Data Integrity, and Reporting
- Accountable for accuracy and up-to-date data of people information in SuccessFactors (SF) for SG office and other SEA countries.
- Perform quarterly checks and validate data entries for consistent monitoring and updates.
- Collaborate with the RPXD and SF team in designing, testing, and implementing new modules in SF.
- Effectively identify opportunities to digitize people process administration to increase effectiveness and enhance employment experience.
- Leverage reporting and data analytics to derive insights. Provide actionable recommendations to business leaders based on data analysis for informed decision-making.
Policy and Compliance
- Oversee the administration of Visa and work permit related matters such as application, renewal, cancellation, appealing, and updating to relevant governmental agencies.
- Ensure all policy and procedures, HR Manual, and employee handbook are up to date.
- Provide guidance on local employment legislation as and when requested by the CLT and employees.
- Provide compliance updates and reporting to HQ on a regular basis via the global compliance portal.
Employee Relations
- Manage employee complaints and grievance procedures and facilitate counseling in conjunction with other stakeholders.
- Proactively prevent/deal with disputes through mediation.
- Promote the relationship between the organization and governmental bodies to ensure compliance and fair employment practices.
People Experience Operations and Administration
- Collaborate and support the Regional HR team in people work programs and activities.
- Provide operations support to the Region HR team as required, e.g., onboarding new joiners, and updating people systems.
- Lead and create presentation packs for people work programs, engagement activities, regional and global meetings.
- Collaborate with the Admin team to support the region team with any health & safety related activities to maintain a safe work environment.
- Lead and participate in ad-hoc projects as appropriately assigned by the HR Team.
Key Requirements
- 5+ years of HR experience, especially in C&B, HRIS, and employee relations. Experience in HR advisory or business partnering role is a plus. Industry experience from Education/Consulting would be an added advantage.
- Prior work experience in a fast-paced MNC environment with country & SEA regional offices set up and matrix reporting line.
- Proactive personality with positive influence on our people. Highly organized, meticulous, able to prioritize and multitask with minimal supervision.
- Excellent interpersonal and communication skills with the ability to interact effectively with a range of stakeholders across all levels within the organization.
- High energy, confident, can-do attitude, committed and dedicated. Hands-on and independent.
- Proficient in Microsoft Office, especially Word, Excel, and PowerPoint. Additional skills in Canva, video editing, and social media are a plus.
- Bachelor’s degree or higher in HR Management, Business Studies/Administration/Management, or related field.
- Fluency in writing and speaking another Southeast Asian language will be a plus.
- Experience using SuccessFactors including Recruitment and Onboarding and Performance Management modules.
