Report to Cost Manager and/or Head of Department (HOD) for all cost management and contracts administration service assigned.
QS to be assigned to both Pre Contract and Post Award cost management activities in both Design & Build (D&B) and traditional consultancy (PMC) opportunities and awarded projects.
QS to complete all quantity surveying work in CostX cost software or template confirmed by Client, Cost Manager and HOD. This applies for both D&B and PMC opportunities and projects.
QS to prepare SOW and Cost Plans utilizing first principles, % sqft, sqft rates analysis for the development of details Cost Plans for all opportunities and awarded projects.
QS to ensure Post Award Construction budgets are developed for all Design & Build projects and to assist Cost Manager and/or HOD in communicating construction budgets to project teams prior to commencement. QS to monitor procurement activities for all secured projects they are involved in at Pre Contract stage and advise any over/under budgets on their initial cost plans/SOWs.
QS to prepare tender documents, tender evaluation report, variation agreements and render professional advice on any penalties, liquidated damages when deemed necessary.
Review and prepare specifications, evaluate and recommend tender submissions.
QS to carry out cost control to ensure that all procurement activities are managed within the allocated budgets as specified by Client or PDS project teams.
QS to prepare and report financial projections and carry out budgetary and expenditure control of contractor contracts prior to commencement of work.
Carry out contract documentation and preparation relating to tender acceptance and contract execution.
Prepare and recommend monthly progress payment claims and final accounts submitted by the suppliers/contractors and ensure timely and complete submission for payment.
Evaluate and carry out joint measurement with suppliers/contractors on their claims for Purchase Order/Works Order.
Administer contract works to be carried out by Contractors (before and after start of work).
Compile, check, certify and confirm Supplier/Contractor invoices to ensure that the invoices tally with Purchase Order/Works Order.
Obtain and monitor the Performance Bonds, Bankers Guarantees and any other forms of insurances.
QS to assist Project teams for all financial close out activities associated with awarded projects.
About You:
Degree holder and must be SISV accredited.
Experience in cost management and contracts administration services.
Experience in both Design & Build and traditional consultancy projects.
Ability to develop Scope of Work (SOW) and Cost Plans using first principles, % sqft, and sqft rates analysis.
Skill in preparing Post Award Construction budgets and communicating them to project teams.
Experience in monitoring procurement activities and advising on budget discrepancies.
Capability to prepare tender documents, evaluation reports, and variation agreements.
Strong ability to review specifications and evaluate tender submissions.
Competence in cost control to manage procurement activities within allocated budgets.
Aptitude for financial projections, budgetary controls, and contractor contract management.
Proficient in contract documentation, including tender acceptance and execution.
Experience in managing progress payment claims and final account submissions.
Skill in conducting joint measurements with suppliers/contractors for claims verification.
Ability to administer contract works and ensure compliance with Purchase Order/Works Order.
Familiarity with managing Performance Bonds, Bankers Guarantees, and insurance requirements.
