Jacobs is looking to hire a Project Manager.

  • The Project Manager has the overall responsibility in the delivery of the project in all aspects including the overall quality, schedule, cost, HSE and human relations amongst the team members.
  • The Project Manager is the chief representative of Jacobs to the Client for information or decision relative to the assigned project.
  • The role will act as prime point of contact for the Project with the client, end-users, specialists, contractors and subcontractors, including progress reporting, safety, security, financial and schedule recommendations, risk management, quality control and design modifications.
  • Acts as "hands on" manager in a complex network of interrelated activities necessary to move technical and engineering information forward to complete the design, construction and initial operation of the required facilities.

Essential Duties

  • Delivering and handing over the project successfully and safely to the client in accordance with the contract requirements.
  • Management and direction of a global multi-disciplinary design and site teams;
  • Builds a trusted relationship with the management team, integrating the client’s counterpart staff, end users, specialists, contractors and sub consultants; delivering design and management of similar projects within budgets and schedule;
  • Ensures overall planning, organization, direction, coordination and control of all operations to meet the project objectives while maintaining the secure integrity of all information.
  • Provides guidance on the delivery of design and construction projects to ICD 705.
  • Provides guidance on the procurement and delivery models for construction.
  • Enforces the solution of problems in the following phases of a project: project development/ process design/detailed design/engineering design/drafting/procurement/construction/start-up.
  • Develops and manages effective communication and liaison with all relevant internal and external stakeholders to ensure that requirements are identified, assessed, and appropriately integrated into the project.
  • Ensures project execution within the HSE, cost, time, quality and technical objectives to which Jacobs is committed.
  • Issues HSE instructions to employees, working on a construction site under management of Jacobs. Checks the adherence to HSE regulations and instructions, and ensures training of personnel in HSE aspects of their respective duties.
  • Represents Jacobs towards the Client.

Scope of Responsibility:

  • Manage project team and subcontractors, determines the resources required to complete the project; assigns roles and responsibilities in collaboration with operations managers.
  • Prepares and issues the project execution and quality plan. Issues the project schedule; the approved budgets for services; the approved budgets for equipment (number and basic design) and bulk material quantities if required by the nature of the project.
  • Defines the scope of work of any sub-consultants and ensures that their employment is effectively administered.
  • Implements project information processes for internal and external documentation including clients, contractors, and reviewing internal deliverables documentation including design and reviews.
  • Reviews Client's requests for changes. Approves all proposed contract variations (Client changes: on Client's request or identified) before submittal and negotiates payment with Client.
  • Ensures the compliance with authority requirements, standards and procedures. Implements new practices and procedures as necessary.
  • Meets Jacobs’ financial targets as set for the projects under their supervision.
  • Responsible for the (progress) payments and final acceptance by the Client (within the contract conditions and at an optimum cash flow).
  • Adherence to the Jacobs organization procedures, project execution and quality plan, financial reporting procedures and project procedures.
  • Uses effective project management, risk management, schedule management and controls systems for regularly reporting on progress.
  • Preparation of the project close-out report according to the Jacobs organization procedure for close-out.
  • Verifying that contractors, upon contract award, have been instructed with regard to the applicable legal HSE regulations and Client’s requirements, including security integrity.
  • Places an emphasis on safe practices (Jacobs Beyond Zero) and on maintaining a high quality of design and construction works. Leads by example in driving safe practices on site.
  • Overall responsibility with respect to HSE matters for a specific project, and delegates specific related activities to his team members.
  • Responsible for seeing to it that no adverse situations exist in the projects for which they are responsible. They will instruct the project team members accordingly and they will take or initiate the necessary corrective measures.

To be a successful candidate, you shall possess:

  • Degree in Engineering from a university recognized by PEB Singapore, and relevant training in project management techniques.
  • Minimum 10 years of relevant experience in the design and construction of large infrastructure projects in Singapore with experience in the engineering design and construction of advanced facilities and airfields.
  • Minimum 5 years relevant experience in design, construction and delivery of projects to the requirements of ICD 705.
  • Must be willing and able to obtain National Security Clearance.
  • Experience of developing and forming relationships with senior stakeholders;
  • Proven experience in project management and committed towards project deliverables within timeline and budget working in multi-disciplinary / multi-geographical office execution environment.
  • In-depth understanding of airfield master planning, data centre technologies, products and processes in the advance facilities sector.
  • Possess analytical thinking to establish technical details of a standard based on several international resources.
  • Team player who can work independently with good sense responsibility, work ownership and accountability.
