About The Company

Hong Leong Finance is Singapore's largest finance company, with a network of 28 branches and 12 SME Centres islandwide. We are currently seeking for dynamic individuals to join our Information Technology Department as Project Manager/Business Analyst.

Overview:

The Information Technology Department is seeking a dynamic and results-driven IT Project Manager and Business Analyst to lead and oversee key technology initiatives within our digital programs. This dual role is crucial for managing end-to-end IT projects while simultaneously acting as a Business Analyst to gather and translate business requirements into actionable technical solutions. The ideal candidate should possess strong experience in both project management and business analysis within the financial services sector and demonstrate a passion for driving digital transformation in line with Singapore's fintech ecosystem.

Responsibilities:

Project Management:

  • Lead and manage digital projects, ensuring delivery on time, within scope, and within budget.
  • Develop comprehensive project plans that cover scope, schedule, resource allocation, and risk management, adhering to regulatory requirements such as MAS guidelines.
  • Coordinate cross-functional teams, including IT, development, operations, compliance, and external vendors.
  • Monitor and report project progress, issues, and risks to stakeholders, ensuring timely resolution and mitigation.
  • Facilitate communication between project stakeholders and manage expectations.
  • Ensure projects align with Agile or Waterfall methodologies, as appropriate, and adhere to the organisation's project governance framework.

PMO Standards Development:

  • Establish and implement project management standards, methodologies, and best practices for the PMO.
  • Develop templates, tools, and guidelines to support project managers and teams in adhering to PMO standards.
  • Monitor compliance with PMO standards and recommend improvements as necessary.

Business Analysis:

  • Work closely with business stakeholders to gather, analyze, and document business requirements in alignment with local market needs and regulatory requirements.
  • Conduct gap analysis, identify opportunities for improvement, and propose innovative solutions to enhance digital banking products and services for the Singapore market.
  • Develop functional and non-functional specifications, use cases, user stories, process flows, and data models.
  • Collaborate with IT and development teams to ensure the technical solution aligns with business requirements and complies with regulatory standards.
  • Participate in User Acceptance Testing (UAT) and validate that the final product meets the agreed-upon requirements.
  • Provide ongoing support and training to business users and stakeholders.

Stakeholder Management:

  • Build strong relationships with stakeholders, acting as a liaison between business and technical teams.
  • Communicate project updates, risks, and issues to relevant stakeholders in a timely manner.
  • Facilitate workshops and presentations to gather feedback and validate requirements.

Quality Assurance:

  • Define and implement quality assurance standards and processes to ensure the delivery of high-quality IT solutions.
  • Perform regular quality reviews and inspections to verify compliance with specifications and requirements.
  • Ensure continuous improvement by analyzing project outcomes and incorporating lessons learned into future projects.
  • Develop testing strategies and coordinate user acceptance testing (UAT) to validate system functionality and performance.

Requirements:

  • Bachelor’s degree in Computer Science, Information Technology, or a related field.
  • Proven experience (5+ years) in in IT Project Management and Business Analysis, preferably within the banking or financial services industry in Singapore.
  • Proven experience managing complex IT projects using Agile and/or Waterfall methodologies.
  • Strong knowledge of digital banking products, services, and technologies, with familiarity with Singapore’s fintech landscape and MAS regulatory requirements.
  • Proficient in project management tools (e.g., Jira, MS Project) and business analysis tools (e.g., Visio).
  • Experience with Agile and Waterfall project management methodologies.
  • Knowledge of digital financial services platforms and technologies is desirable.
  • Strong analytical and problem-solving skills with the ability to think strategically and execute tactically.
  • Demonstrated ability to manage multiple projects simultaneously and work under tight deadlines.
  • CITPM, PMP, or similar project management certification is a plus.
